Requires operators of automated teller machines to provide customers with a full and complete disclosure of overdraft fees and penalties if the customer completes a transaction that causes the associated account to be overdrawn. Makes a violation of the Automated Teller Machine Overdraft Disclosure Act an unlawful practice within the meaning of the Consumer Fraud and Deceptive Business Practices Act. Provides that the Department of Financial and Professional Regulation may adopt any rules that it deems necessary to implement the Act. Amends the Consumer Fraud and Deceptive Business Practices Act to include a violation of the Automated Teller Machine Overdraft Disclosure Act as a violation of the Consumer Fraud and Deceptive Business Practices Act.

Amends the Criminal Code of 1961. Provides that a child sex offender may not knowingly loiter or knowingly reside within 750 (rather than 500) feet of a school, playground, child care institution, day care center, part day child care facility, a facility providing programs or services exclusively directed toward persons under 18 years of age, or victim of a sex offense or knowingly loiter on a public way within 750 (rather than 500) feet of a public park. Amends the Sex Offender Registration Act. Provides that a child sex offender shall sign a statement that he or she understands that according to Illinois law as a child sex offender he or she may not reside within 750 (rather than 500) feet of a school, park, or playground and may not reside within 750 (rather than 500) feet of a facility providing services directed exclusively toward persons under 18 years of age unless the sex offender meets specified exemptions.

Amends the Property Tax Code. Provides that each tax bill must include information that certain taxpayers may be eligible for tax exemptions, abatements, and other assistance programs and that, for more information, taxpayers should consult with the office of their township or county collector and with the Illinois Department of Revenue. Authorizes counties to establish and operate a homestead protection program under which the county treasurer may make payments from the indemnity fund to pay the delinquent taxes, along with all associated fees and interest, on the primary residence of eligible taxpayers. Provides that the county treasurer shall have a lien on the property in the amount of the assistance provided. Sets forth requirements for the program. Effective immediately.

Provides that the Department of State Police shall charge a fee for conducting the criminal history records check, which shall be deposited in the State Police Services Fund and shall not exceed the actual cost of the records check. Provides that until the criminal background check is completed, the employee may not handle firearms during the course of his or her employment.

Provides that, in a municipality with more than 1,000,000 inhabitants, a day and temporary labor service agency may not operate or transact business at a location that is within 1,000 feet of a school building or a building in which a Boys and Girls Club is located or real property comprising a school or a Boys and Girls Club. Exempts a day and temporary labor service agency that registered with the Department of Labor before January 1, 2008 and received an occupancy permit from the municipality for that location before January 1, 2008. Defines "school" as a public or private pre-school, elementary school, or secondary school. Contains a home rule preemption.

Provides that policies or plans issued by insurers that have been licensed for less than 5 years may spend no less than 75% for providing health care services to its subscribers or enrollees. Extends the statutory authority of the Director to disapprove group health insurance policies that fail to comply with the provisions concerning health insurance administrative costs. Effective January 1, 2009.

Requires the retail sellers to make certain disclosures when soliciting for debt protection agreements after that 3-day period. Provides that the retail seller may not charge any debt-protection-agreement fees to a person's account, or otherwise charge or collect such fees, until that person has signed a separate contract providing all of the terms and conditions of the debt protection agreement. Includes retail sellers within the penalty provisions for violations of the Credit Card Issuance Act. Contains other provisions. Effective immediately.
