Prohibits mortgage loan steering or other specified fee and loan practices, based upon (i) the borrower's credit history, (ii) the borrower's capacity to repay the loan, and (iii) the property on which the loan is secured, because of that borrower’s race, gender, age, disability, or national origin. Provides that the Attorney General shall enforce the Act and grants the Attorney General the additional listed enforcement powers. Provides for injunctive relief, restitution, and civil penalties for violations of the Act. Provides that a person who suffers actual damages as a result of a violation of the Act by a lender may bring an action against that lender and may be awarded actual economic damages or any other relief that the court deems proper. Provides that a person or company offering to identify, discover, or collect presumptively abandoned property or property that may become presumptively abandoned on behalf of the putative owner in exchange for a contingent fee must provide the owner with a written disclosure that includes, at a minimum, the identity of the holder of the property, the date the property became or will become reportable, and a statement indicating that the Office of the State Treasurer does not charge fees for the recovery of any property transferred to its custody under the Act. Amends the Higher Education Student Assistance Act. With respect to the Monetary Award Program, provides that the maximum grant amount must not exceed $5,468 for fiscal year 2009, $5,968 for fiscal year 2010, and $6,468 for fiscal year 2011 and each fiscal year thereafter (instead of $4,968). Provides that the maximum grant amount for students not subject to this provision must be increased by the same percentage as any increase made by law to such provision. Removes the provision that limits the grant amount to an amount that equals 2 semesters or 3 quarters tuition and fees. Effective July 1, 2008.
Senate Floor Amendment No. 2 Provides that the maximum grant amount is subject to appropriation. Restores the provision that limits the MAP grant amount to an amount that equals 2 semesters or 3 quarters tuition and fees.

Amends the Firearm Owners Identification Card Act. Provides that a federally licensed firearm dealer shall have a criminal background check performed on each employee who handles firearms in the course of his or her employment which shall include a fingerprint based criminal background check with a review of fingerprints by the Illinois State Police and Federal Bureau of Investigation. Provides that the Department of State Police shall charge a fee for conducting the criminal history records check, which shall be deposited in the State Police Services Fund and shall not exceed the actual cost of the records check. Provides that until the criminal background check is completed, the employee may not handle firearms during the course of his or her employment.

Provides that, in a municipality with more than 1,000,000 inhabitants, a day and temporary labor service agency may not operate or transact business at a location that is within 1,000 feet of a school building or a building in which a Boys and Girls Club is located or real property comprising a school or a Boys and Girls Club. Exempts a day and temporary labor service agency that registered with the Department of Labor before January 1, 2008 and received an occupancy permit from the municipality for that location before January 1, 2008. Defines "school" as a public or private pre-school, elementary school, or secondary school. Contains a home rule preemption.

Provides that policies or plans issued by insurers that have been licensed for less than 5 years may spend no less than 75% for providing health care services to its subscribers or enrollees. Extends the statutory authority of the Director to disapprove group health insurance policies that fail to comply with the provisions concerning health insurance administrative costs. Effective January 1, 2009.

Provides that the retail seller may not charge any debt-protection-agreement fees to a person's account, or otherwise charge or collect such fees, until that person has signed a separate contract providing all of the terms and conditions of the debt protection agreement. Includes retail sellers within the penalty provisions for violations of the Credit Card Issuance Act. Contains other provisions. Effective immediately.
