ETHICS-ADMIN LEAVE-CRIMINAL Amends the State Officials and Employees Ethics Act. Provides that if any State officer or employee of the executive or legislative branch is placed on administrative leave, either voluntarily or involuntarily, pending the outcome of a criminal investigation or prosecution and that officer or employee is removed from office or employment for one or more reasons directly related to that criminal matter, then the officer or employee is indebted to the State for all compensation and the value of all benefits received during the administrative leave and must forthwith pay the full amount to the State. As a matter of law, applies similar restrictions on officers and employees of units of local government and school districts. Effective immediately. ETHICS-STATE LEASES Amends the Election Code, the Illinois Procurement Code, and the State Property Control Act. Requires the State Board of Elections to develop and maintain on its website a searchable database, derived from political committees' finance reports, of contributors to candidates for and holders of the offices of Governor, Lieutenant Governor, Attorney General, Secretary of State, State Comptroller, and State Treasurer. Prohibits an executive branch State agency from executing a lease with a business entity if the business entity or any of its affiliates has made any campaign contribution of $150 to the officeholder responsible for awarding the lease during the 24 months before the general election at which that officeholder was first elected or re-elected to his or her current office and the officeholder's entire term. ETHICS-STATE PROCUREMENTS

Prohibits the solicitation and making of campaign contributions by a business entity with annual aggregate contracts and bids with State agencies under the Governor in excess of $50,000, and by that business entity’s affiliates, on behalf of (i) a State executive branch constitutional officer, a General Assembly member, or a declared candidate for any of those offices and (ii) a political committee of a political party’s state central committee that is represented by a State executive branch constitutional officer or General Assembly member. Specifies the duration of the prohibition, means of enforcement, and penalties for violation, including termination of the procurement. Effective January 1, 2009 and applicable to procurements entered into on and after January 1, 2009.

DPH-CORD STEM CELL BANKS Amends the Department of Public Health Powers and Duties Law. Subject to appropriation, directs the Department to establish a statewide network of cord blood stem cell banks. Sets forth requirements and duties of donor banks. Creates an advisory committee to advise the Department concerning administration of the network. Effective immediately. House Amendment No. 1 Deletes everything after the enacting clause. Reinserts the provisions of the engrossed bill with changes. Amends the Department of Public Health Powers and Duties Law with respect to the network of cord blood stem cell banks. Removes the requirement that the network be "statewide". Provides that members of the advisory committee are subject to conflict of interest restrictions and are required to make disclosures of income and financial interests. GOVT ETHICS-GIFT DISCLOSURES

Amends the Illinois Governmental Ethics Act and the Election Code. With respect to the disclosure of gifts in statements of economic interests, requires that (i) gifts to the spouse of the person making the statement and to immediate family members living in the same household are considered gifts to the person making the statement; (ii) gifts from persons and entities (now, entities) be disclosed; and (iii) the nature and value of each gift be specified. Requires that the State Board of Elections' website include with filed campaign finance reports (i) a notice that statements of economic interests contain information about public officials and candidates and (ii) a link to the Secretary of State website pages containing statements of economic interests of State officials and candidates. Effective July 1, 2007.

ST ETHICS-TOLLWAY SIGNS

Amends the State Officials and Employees Ethics Act. Adds Illinois State Toll Highway Authority signs and structures to the list of items that may not bear the proper name or image of an executive branch constitutional officer or a General Assembly member if the item is designed, paid for, prepared, or distributed using public funds and the item is not in furtherance of the person's official State duties or governmental and public service functions.

ST ETHICS-INVESTIGATIVE REPORT

Amends the State Officials and Employees Ethics Act. Requires that summary reports of investigations be delivered to the Executive Ethics Commission. With respect to all reports of the Office of an Executive Inspector General, removes the requirements that they are confidential, are exempt from disclosure under the Freedom of Information Act, and may not be divulged except to certain persons and agencies (now, these requirements apply to reports other than quarterly reports). Specifies that personal information must be redacted from investigatory reports, including summary reports of investigations, and quarterly reports before the reports are disclosed under the Freedom of Information Act. Effective immediately.

ST ETHICS-INSPECTOR REPORTS Amends the State Officials and Employees Ethics Act. With respect to an executive branch State employee who is the subject of an Executive Inspector General's investigation and whose agency head or ultimate jurisdictional authority agrees with the Inspector General as to disciplinary action against the employee, establishes procedures for providing a redacted version of the Inspector General's summary investigation report to the Executive Ethics Commission, to the employee, and to the public, under certain circumstances. Senate Committee Amendment No. 2 Removes reprimand from the disciplinary actions the Executive Inspector General may recommend. Provides that a redacted summary investigation report may not contain names of or identifying information about the employing State agency or persons. ETHICS-LOCAL REFERENDA

Amends the State Officials and Employees Ethics Act and the Election Code. Provides that communication to the public by the corporate authorities of a unit of local government or school district explaining a decision to place a public question on the ballot or explaining support of or opposition to a public question does not constitute a prohibited political activity or election interference. Requires that the corporate authorities in the communication specify how the referendum will directly affect residents' health, safety, or welfare or the unit's or district's government or affairs. Effective immediately.
