GREEN BLDG-ENTERPRISE ZONES Amends the Illinois Enterprise Zone Act. Provides that a private development is qualified to become and is an enterprise zone and eligible for all the benefits of an enterprise zone if it (i) achieves certification using nationally recognized and accepted green building and sensible growth guidelines, standards, or systems, and (ii) is selected through a request for proposals by the Capital Development Board. Amends the Capital Development Board Act. Provides that the Capital Development Board shall issue a request for proposals by December 31, 2008 to select 3 model private developments that are designated by specified organizations as achieving certification using nationally recognized and accepted green building and sensible growth guidelines on a neighborhood scale. Provides that the model projects shall be designated as such to receive the benefits attained through Illinois Enterprise Zones for a period of 5 years. Senate Committee Amendment [...]

CLEAN COAL-FUTUREGEN Creates the Clean Coal FutureGen for Illinois Act for the purpose of providing the FutureGen Alliance with adequate liability protection, land use rights, and permitting certainty to facilitate the siting of the FutureGen Project in Illinois. Contain provisions concerning transfer of title to sequestered gas and associated liabilities to the State; insurance and indemnification by the State for the Operator for certain liabilities; permits; land use, including condemnation powers; and economic incentives. Contains other provisions and a severability clause. Amends: the Department of Commerce and Economic Opportunity Law concerning financial assistance; the Illinois Enterprise Zone Act concerning high impact businesses; the Court of Claims Act and the State Lawsuit Immunity Act concerning jurisdiction; and the Eminent Domain Act concerning condemnation authority. UTIL-ENTERPRISE ZN-EXEMPT

Amends the Public Utilities Act. Authorizes the Department of Commerce and Economic Opportunity to establish by rule certain criteria for the certification of an exemption from certain additional charges added to the utility bills of a business enterprise that is located within an area designated by a county or a municipality as an enterprise zone under the Illinois Enterprise Zone Act or located in a federally-designated Foreign Trade Zone or Sub-Zone. Provides that any business enterprise that previously qualified for and received the exemption, but that was denied the exemption upon re-application, shall receive no more than one further exemption and shall only receive the exemption if it makes the level of capital investment or creates the number of full-time equivalent jobs expressly specified by the Department of Commerce and Economic Opportunity. Effective immediately.

PREVAILING WAGE-SCOPE-NOTICE Amends the Prevailing Wage Act. Provides that the Act applies to maintenance, repair, assembly, or disassembly work performed on equipment whether owned, leased, or rented. Provides that all contractors and subcontractors required to pay the prevailing wage shall make payment of the wage in legal tender without a deduction for food, sleeping accommodations, transportation, use of tools, or any other thing of any kind or description. ENTERPRISE ZONE-CARBONDALE

Amends the Illinois Enterprise Zone Act. Provides that during the period ending one year after the effective date of this amendatory Act, the Jackson County-Carbondale-Murphysboro Enterprise Zone may expand the boundaries of the current Enterprise Zone for a one-time, multiple property expansion to attract and retain regional business. Provides that the City of Carbondale shall have full authority to approve an expansion for property inside the city limits of the City of Carbondale. Provides that the City of Murphysboro shall have full authority to approve an expansion for property inside the city limits of the City of Murphysboro. Provides that the termination date of the Jackson County-Carbondale-Murphysboro Enterprise Zone shall be extended until January 1, 2020. Effective immediately.

Amends the Illinois Enterprise Zone Act. Provides that an area is separately qualified to become an enterprise zone if that area: (i) is located, wholly or partially, within a county that has a population that, according to the most-recent decennial census, is less than the population of the county according to the decennial census that occurred 40 years prior to the most recent decennial census; and (ii) satisfies any additional criteria established by rule of the Department consistent with the purposes of this Act. Effective immediately.

Provides that any compact and contiguous parcel of property that is used for the sole purpose of providing space for the production of domestic renewable fuel is qualified to become an enterprise zone regardless of whether that parcel is located in an area that otherwise fails to qualify to be an enterprise zone. Effective immediately.
