NET METERING PILOT PROGRAMS Amends the Public Utilities Act. Provides that an electric utility must establish a "net metering" pilot program for its retail customers that own and operate a solar or wind electrical generating facility with a capacity of not more than 40 kilowatts located on the customer's premises and intended to offset part of the customer's electrical requirements. Requires separate pilot programs for residential and business customers. Provides that an electric utility that has conducted a net electrical energy metering pilot program for either its residential or business customers, or both, that was initiated before the effective date of this amendatory Act need only file a report of the results of the program with the Illinois Commerce Commission. Provides that the electric utility must report the results of the pilot program to the Illinois Commerce Commission by July 1, 2008. IFA-ENERGY AGRIBUSINESS

Amends the Illinois Finance Authority Act. Defines the term "energy-related agribusiness" to include fuel processing and development facilities using agricultural commodities, vegetable oils, animal fats, or biomass feedstocks. Authorizes State Guarantees for loans to energy-related agribusinesses. Sets limits on these guarantees and provides for review and renewal.

ILLINOIS FINANCE-LOANS-BONDS Amends the Illinois Finance Authority Act. Provides that all official acts of the Authority require the approval of a majority of the members then holding office (instead of 8 members). Provides that a majority of the members of the Authority holding office constitutes a quorum (instead of 8 members). Provides that the Authority may enter into agreements with respect to its bond payment obligations. Provides that any pledge of revenues or other moneys made by the Authority shall be binding from the time the pledge is made, and that revenues and other moneys pledged shall be held outside of the State treasury and shall be subject to certain liens. Provides that "clean coal and energy projects" includes new gasification facilities. UTILITIES-PAYS PILOT PROGRAM Amends the Public Utilities Act. Creates the pay as you save pilot program. Requires the Illinois Commerce Commission to develop and implement a pay as you save pilot program. Requires the Commission to determine, with consultation from the Department of Commerce and Economic Opportunity, which energy efficiency products are eligible for the program. Allows residential electric utility customers to purchase approved energy products that reduce electricity consumption with no up-front payments. Requires participating electric utility customers to assign their meter to the pay as you save pilot program so that the cost of the energy efficiency products are paid over time on the electric utility customer's utility bill, even if the initial customer moves from the household. GREEN BLDG-ENTERPRISE ZONES Amends the Illinois Enterprise Zone Act. Provides that a private development is qualified to become and is an enterprise zone and eligible for all the benefits of an enterprise zone if it (i) achieves certification using nationally recognized and accepted green building and sensible growth guidelines, standards, or systems, and (ii) is selected through a request for proposals by the Capital Development Board. Amends the Capital Development Board Act. Provides that the Capital Development Board shall issue a request for proposals by December 31, 2008 to select 3 model private developments that are designated by specified organizations as achieving certification using nationally recognized and accepted green building and sensible growth guidelines on a neighborhood scale. ENERGY ASSIST-MINORITY-SENIORS Amends the Energy Assistance Act. Provides that the Department of Healthcare and Family Services is authorized to institute an outreach program directed at low-income minority heads of households and heads of households age 60 or older. Provides that the program shall be consistent with the purposes and objectives of the Act and with all other specific requirements set forth in these provisions. Provides that as part of the program, the Department shall permit Case Coordination Units, under contract with the Department on Aging, to prepare and submit applications for energy assistance in the names of their clients in accordance with procedures established by the Department of Healthcare and Family Services. Amends the Department of Commerce and Economic Opportunity Law of the Civil Administrative Code of Illinois. Provides that the Department shall establish and administer a program to make grants to municipalities whose buildings conform with the United States Green Building Council's Leadership on Energy and Design (LEED) rating system.

UTILITIES-NET METERING Amends the Public Utilities Act. Provides that notwithstanding the definition of "eligible customer" in a specified provision, each electricity provider shall allow meter aggregation for the purposes of net metering eligible renewable electrical generating facilities owned or operated by school districts, community college districts, or units of local government pursuant to an intergovernmental agreement. Provides that electricity providers shall provide net metering to all parties to the intergovernmental agreement so that all energy produced by the eligible renewable electrical generating facilities is applied as a 1:1 kilowatt hour credit for each party to the intergovernmental agreement. Provides that electricity providers shall carry over any excess kilowatt-hour credits earned and apply those credits to subsequent billing periods to offset any customer-generated consumption until all credits are used or until the end of the annualized period. USE/OCC TX-TAX HOLIDAY

Amends the Use Tax Act and the Retailers' Occupation Tax Act. Provides that no tax is imposed under the Acts upon the use or purchase of (i) tangible personal property that is purchased in its original package for a selling price of $600 or less or (ii) tangible personal property that qualifies as an "Energy Star" product under the federal Energy Star Program to the extent of the first $600 of value if that property is purchased during a tax holiday. Defines "tax-holiday" as the period from 12:01 a.m. on May 23, 2008 through midnight of May 26, 2008. Sets forth criteria for transactions to qualify for the exemption. Effective immediately.

LQR CNTRL-ALCOPOP LABEL Amends the Liquor Control Act of 1934. Changes the definition of "alcopop" to include an energy drink containing alcohol or other stimulants, including, but not limited to, caffeine, guarana, taurine, or ginseng. Provides that no entity shall sell alcopop beverages for consumption unless the alcopop beverage containers, cartons, wrappers, case, packaging, and labels contain or have imprinted on a sticker firmly affixed to the packaging that contains specific information. Sets forth the specific requirements for the content and format for the labeling of alcopop beverages. Provides that nothing in the provision shall be construed to be inconsistent with any other provision of State or federal laws, rules, or regulations regarding the labeling of alcoholic beverages.
