ACCESS TO GOVERNMENTAL SERVICE Creates the Access to Governmental Services Act. Requires each constitutional officer, State agency, circuit court clerk, and State program to take reasonable steps to provide equal access to public services for individuals with limited English proficiency, including: (i) having a sufficient number of qualified bilingual persons in public contact positions or as interpreters and (ii) translation of important documents ordinarily provided to the public into any language spoken by at least 3% of the overall population of the State, as measured by the U.S. Census. Requires the Illinois Human Rights Commission to implement a process to address disputes arising under the Act. LATINO FAMILY COMMISSION Creates the Illinois Latino Family Commission Act and the Illinois Latino Family Commission. Sets forth the purpose and the composition of the Commission. Provides for the funding of the Commission. Provides that the Commission shall annually report to the Governor and the General Assembly on the Commission's progress towards its goals and objectives. Effective immediately. Senate Floor Amendment No. 1 Provides that subject to appropriation, the Illinois Latino Family Commission shall guide the efforts of and collaborate with certain State agencies. Provides that the Commission may (instead of "shall") receive funding through specific appropriations. Makes other changes. Senate Floor Amendment No. 2 Provides that members of the Illinois Latino Family Commission shall be appointed by the Governor (instead of recommended by the Advisory Board and appointed by the Governor).

FAMILY LEAVE INSURANCE PROGRAM Creates the Family Leave Insurance Program Act. Establishes a Family Leave Insurance Program, administered by the Department of Employment Security, to provide paid leave to an employee who is unavailable to work: because the employee has to care for a newborn child or a newly-placed adopted or foster child; because the employee has to care for a family member (a child, spouse, parent, or parent-in-law of the employee or a person with whom the employee has resided in the same household for 6 months or longer) who has a serious health condition; or because of the employee's own serious health condition. Contains provisions regarding: applications and qualifications for benefits, certification by a healthcare provider of the need for leave; confidentiality; notices of intention to take leave; disqualification from benefits; duration of benefits; determination of benefit amounts; deductions from benefits; relationship of the Program to other benefits,[...]

UNEMPLOY INSURANCE-DISCLOSURE Amends the Unemployment Insurance Act. Provides that the Director of Employment Security shall make available to a county or municipal law enforcement agency, upon request, any information concerning the place of employment or former places of employment and place of residency when the individual in question has or is presently receiving benefits from the Department of Employment Security of a person who is required to register as a sex offender under the Sex Offender Registration Act that may be useful in enforcing the registration provisions requiring a sex offender to disclose his or her place of employment to the law enforcement agency of the jurisdiction in which the sex offender is employed.
