CIV PRO-FORECLOSE VOL DISMISS Amends the Code of Civil Procedure. Provides that when a plaintiff voluntarily dismisses a mortgage foreclosure action after a court found that a condominium or community association or another entity has a judgment against the defendant that is junior to the judgment entered in favor of the plaintiff, the plaintiff's voluntary dismissal of the foreclosure action shall not apply to the judgment that is junior to the plaintiff's judgment. MUNI CD-BORROWING Amends the Municipal Code. Provides that the corporate authorities of a municipality may borrow money from any bank or financial institution, provided that the money shall be repaid within 10 years (now, one year) from the time the money is borrowed. Effective immediately. EMINENT DOMAIN-OUTDOOR SIGNS

Amends the Eminent Domain Act. Provides that gradual elimination of nonconforming off-premises outdoor advertising signs over time, as permitted under Section 11-13-1 of the Illinois Municipal Code, shall be deemed just compensation for the signs under the Eminent Domain Act. Provides that the right to compensation for an eminent domain taking applies to the owner or owners of any lawfully erected off-premises outdoor advertising sign that is compelled to be removed (instead of altered or removed). Effective immediately.

Provides that the amount accumulated in the fund shall not exceed 0.02% of the equalized assessed value of taxable property in the district. Provides for the distribution of surplus moneys. CLEAN COAL-FUTUREGEN Creates the Clean Coal FutureGen for Illinois Act for the purpose of providing the FutureGen Alliance with adequate liability protection, land use rights, and permitting certainty to facilitate the siting of the FutureGen Project in Illinois. Contain provisions concerning transfer of title to sequestered gas and associated liabilities to the State; insurance and indemnification by the State for the Operator for certain liabilities; permits; land use, including condemnation powers; and economic incentives. Contains other provisions and a severability clause. Amends: the Department of Commerce and Economic Opportunity Law concerning financial assistance; the Illinois Enterprise Zone Act concerning high impact businesses; the Court of Claims Act and the State Lawsuit Immunity Act concerning jurisdiction; and the Eminent Domain Act concerning condemnation authority. AIRPORT AUTH-COMMISSIONERS Amends the Airport Authorities Act. Provides that, for an airport authority containing 2 or more municipalities with a population of 5,000 or more that (i) is not located wholly within the corporate limits of the municipalities, and (ii) does not have physical facilities located wholly within a single county with a population between 600,000 and 3,000,000, 2 commissioners (instead of 1) shall be appointed by each municipality and 3 commissioners shall be appointed at large. Effective immediately. House Amendment No. 1 Deletes everything after the enacting clause. Amends the Airport Authorities Act.
