PROP TAX FREEZE-DISABLED Amends the Property Tax Code. Includes disabled persons within the provisions granting an assessment freeze homestead exemption to senior citizens. Changes the name to the Senior Citizens and Disabled Persons Assessment Freeze Homestead Exemption (now Senior Citizens Assessment Freeze Homestead Exemption). Makes corresponding changes to a cross-reference to the exemption. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately. EDGE CREDIT- EMPLOYEE Amends the Economic Development for a Growing Economy Tax Credit Act. Provides that the Act does not prohibit a tax credit award to an applicant that uses full-time employees from an employee-leasing company. Effective immediately.  Land Conveyance Appraisal Note (Dept. of Transportation) No land conveyances are included in this bill, therefore, there are no appraisals to be filed.  Judicial Note (Admin Office of the Illinois Courts) This bill would neither increase nor decrease the number of judges needed in the State.  State Debt Impact Note (Dept. of Commerce & Economic Opportunity)

LOCAL GOVERNMENT-CONSERVATION

Amends the State Finance Act. Provides that moneys in the Conservation 2000 Fund and Conservation 2000 Projects Fund may be used, subject to appropriation, to support and assist units of local government with natural resource protection, recreation, tourism, and compatible agricultural and economic development activities that receive funding approval from the Department of Natural Resources. Effective immediately.

QUAD CITIES-DEV AUTH EXPAND

Amends both the Quad Cities Regional Economic Development Authority Acts. Provides that the territory of the Authority shall also include JoDaviess, Carroll, Whiteside, and Stephenson Counties. Provides for the appointment of additional members to the Board of the Authority. Provides that the additional members shall be appointed by the county board chairmen of JoDaviess, Carroll, Whiteside, and Stephenson Counties. Increases the bonding power of the Authority to $250,000,000 (now, $100,000,000).

SLOTS AT TRACKS-RIVERBOATS Amends the Use Tax Act, the Service Use Tax Act, the Service Occupation Tax Act, and the Retailers' Occupation Tax Act. Provides that the tax exemptions for certain registered horses, or interests in horses, that are used for purposes of breeding or racing are exempt from the Acts' sunset provisions and the exemptions apply for all periods beginning May 30, 1995, but no claim for credit or refund is allowed for such taxes paid during the period beginning May 30, 2000 and ending on the effective date of this amendatory Act. Amends the Illinois Horse Racing Act of 1975 and the Riverboat Gambling Act to authorize electronic gaming at race tracks. Further amends the Illinois Horse Racing Act of 1975. Repeals provisions concerning the Horse Racing Equity Fund and certain surcharges. Imposes a tax on admissions to electronic gaming facilities. EDGE CREDIT-QUALIFICATIONS

Amends the Economic Development for a Growing Economy Tax Credit Act. Provides that an Applicant for the tax credit under the Act may demonstrate that the project would not occur in Illinois by presenting evidence that the Applicant, currently located in the State, is in competition for production or for a contract to provide goods or services to a vendee who has the option of awarding the production or contract, instead, to a vendor in another state.

RIVERBOATS-QUALIFIED CONTRIBUT

Amends the Riverboat Gambling Act. Changes the definition of "adjusted gross receipts" to exclude qualified contributions. Defines "qualified contributions" as monies paid by the owner licensee pursuant to a previous agreement with the Board to (i) Illinois-based 501(c)(3) organizations or (ii) a unit of local government for the purpose of promoting education, environmental, or economic development programs. Effective June 1, 2007.
