Requires the Department of Public Health to establish an educational loan repayment assistance program for dentists who practice in designated shortage areas in this State for 3 years and who accept certain medical payments under the Illinois Public Aid Code. Provides that under the program, for each year that a qualified applicant practices full time in this State in a designated shortage area as a dentist, the Department shall, subject to appropriation, award a grant to that person in an amount equal to the amount in dental school loans that the person must repay that year. Provides that the total amount in grants that a person may be awarded under the program must not exceed $25,000. Provides that the Department shall require recipients to use the grants to pay off their dental school loans. Provides that dental hygienists may provide, without the supervision of a dentist, fluoride treatments and teeth cleaning and sealant services to children who are eligible participants in the State's Medicaid program. Requires any dental hygienist who provides such services to provide the eligible child's parent or guardian with the name of a licensed dentist who is a provider of medical services under the program. Requires any dental hygienist who provides such services and who practices in a public health clinic to refer for treatment any child with needs outside of the dental hygienist's scope of practice. Effective January 1, 2008.

PHYSICAL THERAPY-VIOLATIONS
Amends the Illinois Physical Therapy Act. Removes having treated ailments of human beings as a licensed physical therapist independent of a documented referral or a documented current and relevant diagnosis from a physician, dentist, advanced practice nurse, physician assistant, or podiatrist, and having failed to notify the physician, dentist, advanced practice nurse, physician assistant, or podiatrist who established a documented current and relevant diagnosis that the patient is receiving physical therapy pursuant to that diagnosis from the list of occurrences upon which the Department of Financial and Professional Regulation may base the decision to take disciplinary action. Effective immediately.

DENTAL PRAC-PATIENT RECORDS
Amends the Illinois Dental Practice Act. Provides that a dentist shall be entitled to reasonable reimbursement for the cost of reproducing patient records, which shall not exceed specified costs (rather than the cost allowed under a certain provision of the Code of Civil Procedure).

DENTAL PRAC-BOARD MEMBERSHIP
Amends the Dental Practice Act. Provides that upon the first vacancy created by the resignation or term expiration of a dentist member of the Board of Dentistry occurring on or after the effective date of the amendatory Act, a dental hygienist shall be appointed to fill that vacancy and the board shall thereafter be composed of 7 (rather than 8) members who have been dentists for a period of 5 years or more, 3 (rather than 2) members who have been dental hygienists for a period of 5 years or more, and one public member. Effective immediately.

DENTAL PRAC-HYGIENISTS-RULES
Amends the Illinois Dental Practice Act. Provides that the Department of Financial and Professional Regulation, by rule, shall prescribe the circumstances under which a dental hygienist is prohibited from using emerging scientific techniques or technology or, alternatively, may prescribe the training, experience, and supervision required in order for a dental hygienist to use such techniques or technology. Provides that the dental hygienist members of the Board of Dentistry shall not participate in rulemaking or disciplinary cases that involve clinical standards or clinical judgments by dentists. Requires every complete upper and lower denture and removable dental prosthesis fabricated by a dentist or pursuant to a dentist's prescription to be marked with the name (instead of the name or social security number or both) of the patient for whom the prosthesis is intended. Effective immediately.
