CNTY CD-OFFICE OF TAX ADMIN

Amends the Counties Code and the Property Tax Code. Creates the Office of Tax Administration within the office of the Cook County treasurer for the purpose of consolidating all functions of county government related to tax administration, except those functions exercised by the county recorder. Transfers to the treasurer (i) all functions, duties, and powers and all employees, records, and property of the assessor and (ii) all tax administration-related functions, duties, and powers and certain employees, records, and property of the clerk and auditor. Provides that during the term of the county assessor elected in 2006, the assessor shall serve as an advisor to the treasurer on all tax-related matters. Provides that no vacancy in the office of assessor shall be filled, either by election or appointment.

PENCD-IMRF-WILL CO GOV LEAGUE

Amends the IMRF Article of the Illinois Pension Code to add the Will County Governmental League to the list of entities permitted to participate in the Fund as participating instrumentalities. Effective immediately.

Senate Committee Amendment No. 1
Allows participation in the Illinois Municipal Retirement Fund by regional councils of government (instead of the Will County Governmental League).

House Amendment No. 1
Replaces everything after the enacting clause with the introduced bill with an updated version of the statute. Effective immediately.

CRIM CD-PEACE OFFICER FORCE

Amends the Criminal Code of 1961. Provides that it is unlawful for any governing body, State agency, county government, local municipality, or institute of higher learning that employs peace officers to prohibit a peace officer from carrying a firearm in the performance of his or her duties, unless the peace officer fails to qualify with the firearm, is declared unfit for duty, and is unable to be armed.

House Amendment No. 1
Provides that neither the Governor nor any agency or agency head under the jurisdiction of the Governor has any authority to make or promulgate rules to implement or enforce the amendatory Act, but that the Governor may suggest rules by filing them with the General Assembly and requesting that the General Assembly authorize such rulemaking by law, enact the suggested rules into law, or take other appropriate action in the General Assembly's discretion.

CRIM CD-WEAPONS-BILLY Amends the Criminal Code of 1961. Provides that it is unlawful to carry or possess a billy on or about one's person, upon any public street, alley, or other public lands within the corporate limits of a city, village or incorporated town, except when an invitee thereon or therein, for the purpose of the display of such weapon or the lawful commerce in weapons, or except when on his land or in his own abode or fixed place of business (rather than to carry or possess a billy with the intent to use the billy unlawfully against another person). Also prohibits the carrying or possession of a billy, pistol, revolver, stun gun, or taser in a building owned or operated by a county government.
