FIRE SAFETY-IMITATE SPRINKLER Creates the Fire and Life Safety Device Act. Provides that the manufacture, installation, or sale of any device or object that reasonably appears to be a smoke detector, sprinkler head, carbon monoxide alarm, heat detector, or any other similar device used for life safety or fire protection that is, in fact, neither designed nor capable of performing such life safety or fire protection function, is prohibited. Establishes penalties for violations of the Act. Provides that inspectors employed by municipalities, fire protection districts, and counties and those individuals who meet the certification requirements of the Fire Sprinkler Contractor Licensing Act may inspect such devices to ensure compliance with the Act. House Amendment No. 2 Provides that individuals licensed under the Professional Engineering Practice Act of 1989 may also inspect the life safety and fire protection devices. CNTY CD-INOPERABLE VEHICLES

Amends the Counties Code. Provides that the definition of "inoperable vehicle" includes any motor vehicle that does not have a current license plate or current license tags attached to it if a current license plate or license tags are otherwise required under the Illinois Vehicle Code. Effective immediately.

Senate Committee Amendment No. 1
Deletes everything after the enacting clause. Amends the Counties Code. Reinserts the substantive provisions of the introduced bill, and provides that those provisions apply in a non-home rule county with a population of more than 250,000. Effective immediately.

Senate Committee Amendment No. 2
Provides that, in a county with a population of more than 500,000 (instead of 250,000), the definition of "inoperable motor vehicle" includes a motor vehicle that does not have a current license plate or current license tags.

PROP TX-ALT HOMESTEAD EXEMPT Amends the Property Tax Code. Creates the Returning Veterans' Homestead Exemption, under which an exemption from the property's value is granted for residential property that is owned and occupied as a residence by a veteran for the tax year in which the veteran returns from active duty in an armed conflict involving the armed forces of the United States. In a Section concerning the Senior Citizens Homestead Exemption, provides that in all counties (now, in counties with less than 3,000,000 inhabitants), the county board may by resolution provide that if a person has been granted the homestead exemption, the person qualifying need not reapply for the exemption. In a Section concerning the alternative general homestead exemption, extends the alternative exemption by an additional 3 years. PROP TX-TAX ASSISTANCE

Amends the Property Tax Code. Provides that each tax bill must include information that certain taxpayers may be eligible for tax exemptions, abatements, and other assistance programs and that, for more information, taxpayers should consult with the office of their township or county collector and with the Illinois Department of Revenue. Authorizes counties to establish and operate a homestead protection program under which the county treasurer may make payments from the indemnity fund to pay the delinquent taxes, along with all associated fees and interest, on the primary residence of eligible taxpayers. Provides that the county treasurer shall have a lien on the property in the amount of the assistance provided. Sets forth requirements for the program. Effective immediately.

CNTY CD-HOME RULE TAX

Amends the Counties Code. Provides that the voters of a county that imposes a home rule county retailers' occupation tax and a home rule county service occupation tax may file a petition with the county board not more than 180 days after the effective date of the amendatory Act requesting that the question of whether the rate of those taxes should be reduced to 0.75% be submitted to the voters at the next general election. Provides that any increase in the rate of those taxes is subject to a back-door referendum. Preempts home rule powers. Effective immediately.

Amends the Home Rule County Retailers' Occupation Tax Law and the Home Rule County Service Occupation Tax Law in the Counties Code. Provides that, if the tax exceeds 0.75% on the effective date of this amendatory Act, then 60 calendar days after that effective date, the rate reverts to 0.75% by operation of law. COUNTY-TRANSPORTATION

Amends the Counties Code and the State Finance Act. Creates the Local Transportation Match Fund. Provides that a county may, by ordinance, direct that the taxes and penalties collected for specified purposes in the Counties Code (the County Option Motor Fuel Tax and the Special County Retailers' Occupation Tax for Public Safety or Transportation) be deposited into the Fund. Provides that moneys in the Fund shall be used for federal matching funds for participating counties. Effective immediately.

Amends the Counties Code. Provides that the county boards of Cook, DuPage, Kane, Lake, McHenry, and Will Counties may impose a tax upon all rail line owners (calculated per rail car per mile) for the privilege of operating a rail line within the county and that the rate must be sufficient to complete necessary grade crossing separation work and related infrastructure improvements to improve safety for first responders and the general public. COOK CNTY-PERSONNEL DIRECTOR

Amends the Counties Code. Requires the county board of Cook County to appoint an independent county personnel director. Provides that, through December 31, 2011, the independent personnel director shall appoint all officers and employees of Cook County and shall assume the duties of the county civil service commission. Requires the civil service commission to perform duties and functions as directed by the independent personnel director and to otherwise operate in an advisory capacity to the director. Effective immediately.
