PROP TX-ALT HOMESTEAD EXEMPT Amends the Property Tax Code. Creates the Returning Veterans' Homestead Exemption, under which an exemption from the property's value is granted for residential property that is owned and occupied as a residence by a veteran for the tax year in which the veteran returns from active duty in an armed conflict involving the armed forces of the United States. In a Section concerning the Senior Citizens Homestead Exemption, provides that in all counties (now, in counties with less than 3,000,000 inhabitants), the county board may by resolution provide that if a person has been granted the homestead exemption, the person qualifying need not reapply for the exemption. In a Section concerning the alternative general homestead exemption, extends the alternative exemption by an additional 3 years. PROP TX-TAX ASSISTANCE

Amends the Property Tax Code. Provides that each tax bill must include information that certain taxpayers may be eligible for tax exemptions, abatements, and other assistance programs and that, for more information, taxpayers should consult with the office of their township or county collector and with the Illinois Department of Revenue. Authorizes counties to establish and operate a homestead protection program under which the county treasurer may make payments from the indemnity fund to pay the delinquent taxes, along with all associated fees and interest, on the primary residence of eligible taxpayers. Provides that the county treasurer shall have a lien on the property in the amount of the assistance provided. Sets forth requirements for the program. Effective immediately.

$ST BD ED-SUMMER KINDERGARTEN

Appropriates $3,000,000 from the General Revenue Fund to the State Board of Education for summer kindergarten programs, with $1,000,000 to be allocated to programs in counties having a population of more than 3,000,000, $1,000,000 to be allocated to programs in counties that are contiguous to a county with a population of more than 3,000,000, and $1,000,000 to be allocated to programs in all other counties, as determined by the State Board of Education. Effective July 1, 2007.

SICK LEAVE BANK-SPOUSE Amends the Sick Leave Bank Act. Permits a participating employee to use time contributed by his or her spouse who is employed by a different State agency, if the spouse has so earmarked the contributed time. Provides that if a spouse's contributed time is used, it may be used for the catastrophic illness or injury of the user's minor children.  Land Conveyance Appraisal Note (Dept. of Transportation) No land conveyances are included in this bill, therefore, there are no appraisals to be filed.  Judicial Note (Admin Office of the Illinois Courts) This legislation would neither increase nor decrease the number of judges needed in the State.

METRO-EAST-EXPAND TERRITORY

Amends the Metro-East Park and Recreation District Act. Provides that Macoupin County is included in the region of the Metro-East Park and Recreation District. Provides that the chief executive officer of Macoupin County, with the advice and consent of the county board, shall appoint one additional member to the District board. Provides that the District may enter into contracts with the State and federal government. Requires counties and communities in the District to make necessary technical information available to the District at no cost to the District. Makes other changes. Effective immediately.

PROP TX-INSTALLMENTS

Amends the Property Tax Code. In a Section concerning property tax installments in counties with 3,000,000 or more inhabitants, provides that, beginning with taxes payable in 2009, the first installment shall be computed at 55% (instead of 50%) of the total of each tax bill for the preceding year. Effective immediately.

INC TX-COUNTY CIRCUIT BREAKER

Amends the Illinois Income Tax Act. In a Section concerning the residential tax credit, provides that an individual taxpayer shall be entitled to the credit only if the taxpayer's adjusted gross income for the taxable year is less than $250,000. Provides that the credit shall be limited to $1,000 for each individual taxpayer. Amends the State Finance Act. Creates the County Circuit Breaker Matching Grants Fund. Provides that, by June 30, 2009 and by June 30 of each year thereafter, the State Comptroller and the State Treasurer shall transfer from the General Revenue Fund to the Circuit Breaker Matching Grants Fund an amount equal to the amount of the difference between the 5% residential property tax credit for 2007 and the amount of the credit for that taxable year. Provides that moneys in the Fund shall be transferred to counties that create a property tax circuit breaker. Effective immediately.

CMS-ROAD SALT GRANTS

Amends the Department of Central Management Services Law of the Civil Administrative Code of Illinois. Creates the Local Government Road Salt Purchase Reimbursement Fund. Provides that moneys in the Fund shall be used by the Department of Central Management Services to make grants to counties, municipalities, townships, and road districts that entered into contracts for the purchase of road salt for the 2008-2009 winter season at a rate of more than $65 per ton. Amends the State Finance Act. Provides that the sum of $14,500,000 shall be transferred from the Fund for Illinois' Future to the Local Government Road Salt Purchase Reimbursement Fund. Effective immediately.

CNTY CD-COMPETITIVE BIDS

Amends the Counties Code. Provides that any purchase by a county with fewer than 2,000,000 inhabitants of fuel in excess of $40,000 (instead of $20,000) shall be contracted for (i) by a contract let to the lowest responsible bidder after advertising for bids in a newspaper published within the county or (ii) by a contract let without advertising for bids in the case of an emergency if authorized by the county board. Effective immediately.

Amends the Home Rule County Retailers' Occupation Tax Law of the Counties Code and the Home Rule County Service Occupation Tax Law of the Counties Code. Provides that the maximum tax rate that is permitted under those Laws is 0.75%, unless a higher rate is authorized by referendum. Preempts home rule powers. Effective immediately.

CNTY CD-HOME RULE TAX

Amends the Counties Code. Provides that the voters of a county that imposes a home rule county retailers' occupation tax and a home rule county service occupation tax may file a petition with the county board not more than 180 days after the effective date of the amendatory Act requesting that the question of whether the rate of those taxes should be reduced to 0.75% be submitted to the voters at the next general election. Provides that any increase in the rate of those taxes is subject to a back-door referendum. Preempts home rule powers. Effective immediately.

Provides that the voters of Cook County may, by initiative petition and referendum, modify the rate of a retailers' occupation tax and a service occupation tax imposed by the county and limit the amount of any expenditure made by the county.
