HUM RTS-PERSON WITH DISABILITY Amends the Illinois Human Rights Act. Provides that references throughout the Act to people with a disability will be by use of the term "person with a disability" or the term "disabled" (at present, "handicapped"). In the definition of "place of public accommodation", deletes the existing examples and inserts language listing facilities that are considered public accommodations for purposes of the Article. Provides that it is a civil rights violation to deny or refuse full and equal enjoyment of goods of any place of public accommodation. Provides that it is not a civil rights violation for a health care professional to respond to a person protected under the Act by referring the person to another professional or to refuse to treat or provide services to that person, if in the normal exercise of his or her profession the health care professional would for the same reason respond in the same way to an individual who is not protected under the Act [...]

Amends the Civil Rights Act of 2003. Provides that gender (at present, race, color, or national origin) is a characteristic for which a person shall not be discriminated against by any unit of State, county or local government in Illinois.

HUMAN RTS-PREGNANT PEACE OFCR

Amends the Employment Article of the Illinois Human Rights Act. Provides that it is a civil rights violation for a public employer to refuse to temporarily transfer a pregnant female peace officer to a less strenuous or hazardous position for the duration of her pregnancy if she so requests, with the advice of her physician, where that transfer can be reasonably accommodated.

Provides that the changes made by the bill also apply to a pregnant female fire fighter.

HUMAN RGTS-SOURCE OF INCOME Amends the Illinois Human Rights Act. With respect to real estate transactions, prohibits discrimination on the basis of source of income in relation to residential rental real estate transactions. In provisions making it is a civil rights violation for an owner or any other person engaging in a real estate transaction, or for a real estate broker or salesman, because of unlawful discrimination or familial status or source of income, to engage in certain activities, provides that those provisions do not: (i) require a housing authority or housing development project in which 25% or more of the units are owned by a housing authority or subject to a leasing agreement, regulatory and operating agreement, or other similar instrument with a housing authority to lease or rent another unit of that same housing development project to an existing or prospective tenant who is receiving subsidies, payment assistance, contributions, or vouchers under or in connection [...]

HUMAN RIGHTS-DOCUMENTS Amends the Illinois Human Rights Act. Provides that it is a civil rights violation for an employer, based on the receipt of information from the Social Security Administration or from any other government agency that an employee's name and Social Security number do not correspond, to require that employee to reverify work authorization documents, to inquire as to that employee's work authorization, or to otherwise take any adverse action against that employee, unless the Attorney General of the United States issues final regulations to the contrary. Provides that it is also a civil rights violation for any employer, any agent of any employer, any employment agency, or any other entity to use the Basic Pilot program for Employment Eligibility Confirmation to conduct certain employment verification or reverification or to take certain adverse actions against the employee. UNAUTHORIZED ALIENS-EMPLOYMENT Creates the Unauthorized Alien Employment Prohibition Act and amends the Illinois Income Tax Act, the Illinois Human Rights Act, and the Right to Privacy in the Workplace Act. Provides that an employer shall not intentionally or knowingly employ an unauthorized alien. Provides for investigation of complaints. Provides for actions against an employer by the State's Attorney. Provides that the court may, depending upon the circumstances and with specified exceptions: order an employer to terminate the employment of unauthorized aliens; impose probationary periods; require affidavits or reports; or order suspension or revocation of certain licenses held by the employer. HUMAN RTS, FAIRNESS IN LENDING Creates the Mortgage Steering Act. Prohibits mortgage loan steering or other specified fee and loan practices, based upon (i) the borrower's credit history, (ii) the borrower's capacity to repay the loan, and (iii) the property on which the loan is secured, because of that borrowerÂ’s race, gender, age, disability, or national origin. Provides that the Attorney General shall enforce the Act and grants the Attorney General the additional listed enforcement powers. Provides for injunctive relief, restitution, and civil penalties for violations of the Act. Provides that a person who suffers actual damages as a result of a violation of the Act by a lender may bring an action against that lender and may be awarded actual economic damages or any other relief that the court deems proper. Provides that any waiver or modification of the rights, provisions, or remedies of the Act shall be void and unenforceable. Senate Committee Amendment No. 1
