GOVT ETHICS-GIFT DISCLOSURES

Amends the Illinois Governmental Ethics Act and the Election Code. With respect to the disclosure of gifts in statements of economic interests, requires that (i) gifts to the spouse of the person making the statement and to immediate family members living in the same household are considered gifts to the person making the statement; (ii) gifts from persons and entities (now, entities) be disclosed; and (iii) the nature and value of each gift be specified. Requires that the State Board of Elections' website include with filed campaign finance reports (i) a notice that statements of economic interests contain information about public officials and candidates and (ii) a link to the Secretary of State website pages containing statements of economic interests of State officials and candidates. Effective July 1, 2007.

ELEC CD-ST BD REMEDIES

Amends the Election Code. Authorizes the State Board of Elections to seek judicial enforcement and injunctive relief against a political committee for unpaid civil penalties imposed by the Board with respect to campaign finance reporting violations. Prohibits certification of candidates whose committees have outstanding civil penalties, unless such a committee has a payment agreement with the State Board (now, prohibits the name of a candidate with unpaid penalties from appearing on the ballot).

ELEC CD-CONTRIBUTION LIMITS

Amends the Election Code with respect to campaign finance. Limits a candidate to the establishment of one political committee; permits a General Assembly caucus leader to establish an additional caucus committee. Requires candidates, and permits political parties and General Assembly caucus leaders, to designate a single political committee to accept campaign contributions and regulates the manner of designation. Sets limits on the amount of campaign contributions an individual, a corporation, a labor organization, and an association may make to political committees of public office candidates, established political parties, political party committeeperson candidates, and legislative caucuses. Regulates the solicitation by corporations, labor organizations, and associations of employees and employee families for campaign contributions.

ELEC CD-CAMPAIGN FINANCE FINES

Amends the Election Code. Authorizes the State Board of Elections, in the final disposition of any matter, to impose a fine for semi-annual campaign finance reporting violations in an amount from 10% to 100% of the total amount of untimely reported contributions and expenditures.

ELEC CD-CAMPAIGN REPORTS

Amends the Election Code. With respect to campaign finance reports, permits certain political committees to file statements of nonparticipation in an election if they do not make one or more expenditures in the aggregate of more than $500 on behalf of or in opposition to (i) one or more candidates, (ii) one or more public questions, or (iii) one or more candidates and public questions (now, do not make expenditures in excess of $500 in support of or in opposition to a candidate or question).

Redefines State and local political committees to include a person or group that takes action necessary under State law to attempt to qualify for placement of a name or public question on the ballot. Senate Committee Amendment No. 1 Deletes everything after the enacting clause. Amends the Election Code. ELEC CD-CAMPAIGN FINANCE STUDY

Amends the Election Code. Creates the Campaign Expenditure Limits Study Commission to determine, and report to the General Assembly upon, campaign expenditure limits for candidates for the offices of Governor, Lieutenant Governor, Attorney General, Secretary of State, State Comptroller, State Treasurer, State Senator, and State Representative. Provides for appointment of 6 Senators and 6 Representatives to the Commission by the legislative leaders. Requires that the Commission report to the General Assembly within 2 years and that the General Assembly pass legislation containing campaign expenditure limits within 3 years.
