Provides that it is unlawful to carry or possess a billy on or about one's person, upon any public street, alley, or other public lands within the corporate limits of a city, village or incorporated town, except when an invitee thereon or therein, for the purpose of the display of such weapon or the lawful commerce in weapons, or except when on his land or in his own abode or fixed place of business (rather than to carry or possess a billy with the intent to use the billy unlawfully against another person). Also prohibits the carrying or possession of a billy, pistol, revolver, stun gun, or taser in a building owned or operated by a county government. Amends the Housing Authorities Act. Provides that a Housing Authority in any municipality having a population in excess of 1,000,000 shall be authorized to participate as a partner or member of a partnership, limited liability company, joint venture, or other form of a business arrangement with a for-profit developer and shall have all powers deemed necessary and appropriate to engage in the rehabilitation and development or ownership, or both development and ownership, of low-income and mixed-income rental and for-sale housing as a partner or member of a partnership, limited liability company, or joint venture. Effective immediately.
House Amendment No. 1 Authorizes a housing authority in a municipality over 1,000,000 to participate in a business arrangement with a non-profit developer (as well as with a for-profit developer).

Provides that tobacco products may be sold through a vending machine only if such tobacco products are not placed together with any non-tobacco product, other than matches, in the vending machine. Provides that the sale or distribution by any person of a tobacco product, including, but not limited to, a single or loose cigarette, that is not contained within a sealed container, pack, or package as provided by the manufacturer, which container, pack, or package bears the health warning required by federal law, is prohibited. Provides that a person is guilty of a Class C misdemeanor if he or she causes the death of another person by failing to follow the required procedures when approaching a stationary authorized emergency vehicle that is giving a warning signal. Provides that imposition of the penalties authorized by the provision does not preclude the imposition of appropriate additional civil or criminal penalties. Requires the Department to conduct a study to identify current and projected shortages in critical occupations and specific skill sets within Illinois businesses and industries and to devise strategies to alleviate any identified shortages. Requires all State agencies to cooperate with the Department in conducting the study. Exempts a day and temporary labor service agency that registered with the Department of Labor before January 1, 2008 and received an occupancy permit from the municipality for that location before January 1, 2008. Defines "school" as a public or private pre-school, elementary school, or secondary school. Contains a home rule preemption.
