Amends the Liquefied Petroleum Gas Regulation Act. Provides that no legal action shall be commenced or maintained against any person engaged in the business of selling at retail, supplying, handling, or transporting liquefied petroleum gas in this State if the alleged injury, damage, or loss was caused by: (1) the alteration, modification, or repair of liquefied petroleum gas equipment or a liquefied petroleum gas appliance if done without the knowledge and consent of the liquefied petroleum gas seller, supplier, handler, or transporter; or (2) the use of liquefied petroleum gas equipment or a liquefied petroleum gas appliance in a manner or for a purpose other than that for which the equipment or appliance was intended and that could not reasonably have been expected.

Creates the Automated Teller Machine Overdraft Disclosure Act. Requires operators of automated teller machines to provide customers with a full and complete disclosure of overdraft fees and penalties if the customer completes a transaction that causes the associated account to be overdrawn. Makes a violation of the Automated Teller Machine Overdraft Disclosure Act an unlawful practice within the meaning of the Consumer Fraud and Deceptive Business Practices Act. Provides that the Department of Financial and Professional Regulation may adopt any rules that it deems necessary to implement the Act. Amends the Consumer Fraud and Deceptive Business Practices Act to include a violation of the Automated Teller Machine Overdraft Disclosure Act as a violation of the Consumer Fraud and Deceptive Business Practices Act.

Changes the short title to the Recyclable Metal Purchase Registration Law. Provides that, for each purchase of recyclable metal, a recyclable metal dealer must enter specified information on a form provided by the Department of State Police. Requires the recyclable metal dealer to: copy the seller's drivers license or state-issued identification card; photograph the items of recyclable metal purchased; and photograph the license plate and the side of the vehicle or conveyance on which the recyclable metal was delivered or use a security camera to record the license plate and the side of the vehicle or conveyance. Exempts a day and temporary labor service agency that registered with the Department of Labor before January 1, 2008 and received an occupancy permit from the municipality for that location before January 1, 2008. Defines "school" as a public or private pre-school, elementary school, or secondary school. Contains a home rule preemption.
