GAMING BD-SEPARATE FRM REVENUE Amends the Department of Revenue Law of the Civil Administrative Code of Illinois and the Riverboat Gambling Act. Separates the Illinois Gaming Board from the Department of Revenue for the purposes of enforcing and administering the Riverboat Gambling Act. Makes conforming changes. Prohibits members of the Board from holding any other public office (rather than any other public office for which he or she shall receive compensation). Prohibits members of the Board from engaging in any political activity. Provides for an annual salary for Board members. Makes changes regarding disclosure of equity interests of the Board members and their spouses and children. In provisions concerning the powers and duties of the Board, removes language allowing the Director of Revenue to delegate responsibility for the administration and enforcement of certain Acts concerning gaming to the Board and adds language concerning appointing investigators and contracting [...]

REC LAND-IMMUNITY OTHER USES Amends the Recreational Use of Land and Water Areas Act. Provides that the definition of "recreational or conservation purpose" is enlarged to include: hiking, operating an off-highway vehicle, rock climbing, trapping, horseback riding on the rider's own horse, fishing, swimming, boating, camping, picnicking, water or snow skiing, sledding, snowmobiling, engaging in an activity with an educational or conservation purpose, a combination of any of those activities, or any activity solely related to any listed activity (at present, only hunting, recreational shooting, a combination of those 2 activities, or any activity solely related to hunting or shooting are included in the definition). RIVERBOATS-ADMISSN TAX-REENTRY Amends the Riverboat Gambling Act. Provides, as an exception to the requirement that the admission tax be paid for each admission, that a person who exits a riverboat gambling facility and reenters that riverboat gambling facility within the same gaming day shall be subject only to the initial admission tax. Effective immediately.  Land Conveyance Appraisal Note (Dept. of Transportation) No land conveyances are included in this bill, therefore, there are no appraisals to be filed.  Judicial Note (Admin Office of the Illinois Courts) This bill would neither increase nor decrease the number of judges needed in the State.

CRIM CD-VEHICULAR HOMICIDE

Amends the Criminal Code of 1961. Creates the offense of vehicular homicide. Provides that a person commits the offense if he or she unintentionally kills an individual or an unborn child while operating or in actual physical control of a motor vehicle, motorcycle, snowmobile, or watercraft if the death is the proximate result of committing a violation of the Illinois Vehicle Code, the Boat Registration and Safety Act, the Wildlife Code, the Fish and Aquatic Life Code, or the Snowmobile Registration and Safety Act. Establishes penalties.

BOAT SAFETY FEE-$5-RESCUE TEAM

Amends the State Finance Act and the Boat Registration and Safety Act. Increases by $5 the fee for each watercraft identification number application and each transfer-renewal and renewal, and provides that $5 of each fee shall be deposited into the Maritime and Underwater Rescue Teams Fund, a new special fund in the State treasury. Provides that moneys in the Fund shall be used, subject to appropriation, for establishing, training, equipping, and operating maritime and underwater rescue teams in fire departments throughout the State.

RIVERBOATS-REISSUED LICENSE

Amends the Riverboat Gambling Act. Provides that the moneys deposited in the State Gaming Fund from (1) the re-issuance of a revoked or terminated license and (2) the operation of a riverboat by a licensee whose license was re-issued (including the admission tax and the privilege tax) shall be distributed as follows: the lesser of 20% or one-twelfth of $100,000,000 shall be transferred monthly from the State Gaming Fund into the Emergency Capital Program Fund and the remainder shall be transferred monthly from the State Gaming Fund into the Education Assistance Fund. Amends the State Finance Act to create the Emergency Capital Program Fund as a special fund in the State treasury. Provides that moneys in the Emergency Capital Program Fund shall be used solely for the purpose of capital-related expenditures based on the emergency need of the project, as determined by the Capital Development Board. Effective immediately.

Removes the Illinois Gaming Board from the list of agencies to which the ex parte communications provisions apply (adds ex parte communication provisions for the Illinois Gaming Board in the Riverboat Gambling Act). Provides for an Executive Inspector General for gaming activities appointed by the Governor who has jurisdiction over the Illinois Gaming Board and officers and employees of the Illinois Gaming Board. Amends the Riverboat Gambling Act. Separates the Illinois Gaming Board from the Department of Revenue and makes conforming changes in various Acts. Ends the terms of the current members of the Illinois Gaming Board and provides that the Governor shall nominate new members from nominations presented by the Nomination Panel, which is created by this amendatory Act.
