PEN CD-CHIC MUNI-DUTY DISABLTY Amends the Chicago Municipal Article of the Illinois Pension Code. Provides that, before any action is taken by the Board on an application for a duty disability benefit or a widow's compensation or supplemental benefit, the employee or widow shall file a claim with the employer to establish that the disability or death occurred while the employee was acting within the scope of and in the course of his or her duties. Provides an offset of disability benefits for any amounts provided to the employee or surviving spouse as temporary total disability payments, permanent disability payments, a lump sum settlement award, or other payment under the Workers' Compensation Act or the Workers' Occupational Diseases Act. Makes other changes concerning disability benefits. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately. House Amendment No. 3

RESID LANDLORD TENANT COURT Amends the Counties Code. Provides that a county board may establish a residential landlord-tenant court and make appropriations to operate it. Provides that this authorization is not a limitation on or a prohibition of the exercise of a home rule county's powers. Amends the Circuit Courts Act. Provides that the chief judge of a judicial circuit may establish a residential landlord-tenant court in a county if the county board has approved the establishment of such a court. Provides that the chief judge may appoint to this court licensed attorneys as hearing officers to preside over cases, take evidence, and report findings of fact and legal conclusions to a judge and these shall constitute a part of the proceedings upon which a judge makes rulings. PUBLIC INTEREST ATTY ASSIST Creates the Public Interest Attorney Assistance Act to encourage qualified individuals to enter into and continue in employment in this State as assistant State's Attorneys, assistant Public Defenders, civil legal aid attorneys, assistant Attorneys General, and assistant public guardians. Provides that the Illinois Student Assistance Commission shall establish and administer the Public Interest Attorney Loan Repayment Assistance Program for the primary purpose of providing loan repayment assistance to practicing attorneys to encourage them to pursue careers as public interest attorneys. Provides for the distribution of funds, in the form of a forgivable loan. Sets forth provisions concerning the application process, eligibility requirements, the maximum amount of assistance, and prioritization. DOM VIOLENCE-RISK ASSESSMENT Amends the Illinois Domestic Violence Act of 1986. Provides that circuit judges and associate judges assigned to domestic violence cases shall participate in risk assessment workshops. Provides that the workshops shall be developed under rules established by the chief judge of the circuit. Provides that the Office of the State's Attorney shall develop a protocol to educate victims of domestic violence requesting the issuance of orders of protection and to warn victims of the dangers of assisting respondents in violating orders of protection.
