$DEPT AGING Appropriates $6,000,000 from the Rental Housing Support Program Fund to the Department of Revenue for rental assistance and long-term operating support by the Rental Housing Support Program, administered by the Illinois Housing Development Authority. Effective July 1, 2008. House Amendment No. 2 Replaces everything after the enacting clause with substantially similar provisions, appropriating $6,000,000 from the Rental Housing Support Program Fund to the Department of Revenue for rental assistance and long-term operating support by the Rental Housing Support Program, administered by the Illinois Housing Development Authority, except (1) provides that this appropriation is in addition to any other amounts appropriated for this purpose and (2) changes the effective date from July 1, 2008 to “upon becoming law”. UTILITIES-PUBLIC UTIL FUND Amends the Public Utilities Act. Provides that if the amount determined as provided in specified provisions exceeds 50% of the previous fiscal year's appropriation level (instead of $5,000,000), the Illinois Commerce Commission shall then compute the proportionate amount, if any, which (x) the tax paid hereunder by each utility during the preceding biennium, and (y) the amount paid into the Public Utility Fund during the preceding biennium by the Department of Revenue pursuant to Sections 2-9 and 2-11 of the Electricity Excise Tax Law, bears to the difference between the amount determined as provided in specified provisions. Amends the Illinois Vehicle Code. Provides that municipalities and counties shall be encouraged to submit data to the Department for entry into the database. EDUCATION FUNDING-TAX REFORM Amends the State Finance Act, the Illinois Income Tax Act, and the Property Tax Code. Increases the income tax rates for individuals, trusts, and estates from 3% to 5% of the taxpayer's net income and increases the rate of income tax for corporations from 4.8% to 8% of the taxpayer's net income. Creates an income tax credit for families with incomes below certain levels. Creates the School District Property Tax Relief Fund, and requires the General Assembly appropriate certain amounts into the Fund. Provides that grants must be made from the Fund to school districts. Requires that property taxes be abated in school districts by the amount of the grants from the Fund. Creates the Higher Education Operating Assistance Fund, and requires the General Assembly to appropriate certain amounts into the Fund. Requires certain distributions from that Fund. PROP TX-SENIOR FREEZE Amends the Property Tax Code. Provides that if, in order to qualify for a property-tax exemption, the taxpayer must have an income that is at or below a certain amount, then, for the purposes of that exemption, the term "income" does not include any Social Security benefit unless expressly stated otherwise. Increases the maximum reduction under the Senior Citizens Homestead Exemption from $4,000 to $5,500 for taxable year 2008 and indexes the reduction to the Consumer Price Index. Includes disabled persons within the provisions granting an assessment freeze homestead exemption to senior citizens and changes the title of the exemption to the Senior Citizens and Disabled Persons Assessment Freeze Homestead Exemption. Decreases the age limit to qualify for the exemption from 65 years of age to 55 years of age. Increases the maximum income limitation under the exemption. COGFA-ST BUDGET ESTIMATES Amends the State Budget Law of the Civil Administrative Code of Illinois and the Commission on Government Forecasting and Accountability Act. Prohibits the Governor's proposed expenditures for a fiscal year, and the General Assembly's appropriations therefor, from exceeding the available revenue estimated by the Commission on Government Forecasting and Accountability (now, may not exceed revenues estimated to be available). Requires that the Commission estimate the revenues available for the next fiscal year's appropriation by each February 1 (now, at the convening of each regular General Assembly session) and revise the estimate by each May 1 (now, by the third Wednesday in each March).
