DPH-CORD STEM CELL BANKS Amends the Department of Public Health Powers and Duties Law. Subject to appropriation, directs the Department to establish a statewide network of cord blood stem cell banks. Sets forth requirements and duties of donor banks. Creates an advisory committee to advise the Department concerning administration of the network. Effective immediately. House Amendment No. 1 Deletes everything after the enacting clause. Reinserts the provisions of the engrossed bill with changes. Amends the Department of Public Health Powers and Duties Law with respect to the network of cord blood stem cell banks. Removes the requirement that the network be "statewide". Provides that members of the advisory committee are subject to conflict of interest restrictions and are required to make disclosures of income and financial interests. SCH CD-CONTRACTS Amends the School Code. With respect to school districts other than Chicago, requires that certain contracts involving an expenditure in excess of $25,000 or a lower amount as required by local policy (rather than $10,000) be awarded to the lowest responsible bidder. Makes changes concerning the exceptions to this requirement, including an exception for contracts for services of corporations possessing a high degree of professional skill where ability and fitness play an important part, contracts for food services, contracts for utilities and related services when the cost is less than that offered by a local distribution company, and contracts for repair, maintenance, remodeling, renovation, or construction involving an expenditure not to exceed $50,000 (rather than $20,000). VEH CD-SHEET METAL WORKER PLT Amends the Illinois Vehicle Code and the State Finance Act. Creates the Sheet Metal Workers International Association of Illinois Fund as a special fund in the State treasury. Provides for the issuance of Sheet Metal Workers International Association license plates. Provides that in addition to the appropriate registration fees, an applicant for the special plate shall be charged a fee of $25 at original issuance and at renewal. Provides that $10 of the additional original issuance fee and $23 of the renewal fee shall be deposited into the Sheet Metal Workers International Association of Illinois Fund. Provides that $15 of the original issuance fee and $2 of the renewal fee shall be deposited into the Secretary of State Special License Plate Fund. Subject to appropriations, requires the Department to pay veterans service organizations for services provided by veterans service officers in processing claims and other benefits for veterans and their spouses or other beneficiaries residing in Illinois. Requires payment at the rate of $0.010 for each dollar of benefits obtained for veterans or their spouses or other beneficiaries. Sets forth criteria that a veterans service organization must meet. CHILD NEGLECT-NO RETURN HOME Amends the Abused and Neglected Child Reporting Act and the Juvenile Court Act of 1987. Provides that a "neglected child" includes a child who has been provided with interim crisis intervention services under the Juvenile Court Act of 1987 and whose parent, guardian, or custodian refuses to permit the child to return home. Requires the DCFS Child Protective Service Unit to begin an investigation of a report concerning such a child within 24 hours after receiving the report and determine whether to take the child into temporary protective custody and whether to file a petition alleging neglect or abuse. Provides that no minor shall be sheltered in a temporary living arrangement for more than 48 hours, excluding Saturdays, Sundays, and court-designated holidays, when the agency has reported the minor as neglected or abused because the parent, guardian, or custodian refuses to permit the child to return home, provided that in all other instances the [...]

CLAIMS COURT-VENDR AWARD INTST

Amends the State Prompt Payment Act and the Court of Claims Act. Provides that, in directing payment of a claim that is based on a vendor's bill or invoice for goods or services furnished to the State, the Court of Claims must direct the Comptroller to add an interest penalty. An interest penalty of 1% of the amount of the award shall be added for each month or fraction thereof after the sixtieth day after the receipt of the vendor's proper bill or invoice, until final payment is made. Provides that the interest penalty shall be added regardless of the amount of time between the receipt of the vendor's proper bill or invoice and the final payment because of the appropriation process, the consideration of the matter by the Court, or any other reason. Makes other changes conforming the State Prompt Payment Act to the Court of Claims Act. Effective immediately.

Requires the Department of Natural Resources to lease to the Vermilion county Conservation District, for one dollar, Kickapoo State Park, Harry "Babe" Woodyard State Natural Area, and Middlefork State Fish and Wildlife Area for their operation and management for 2 years. UNEMPLOY INS-EXTENDED BENEFIT

Amends the Unemployment Insurance Act. Sets forth alternate criteria for determining whether a "State 'on' indicator" or a "State 'off' indicator" exists for purposes of determining whether an extended benefit period is in effect. Changes criteria for determining the extended benefits to which an eligible exhaustee is entitled. Provides that an individual who would otherwise be eligible for extended benefits shall exhaust all entitlement to emergency unemployment compensation under the federal Supplemental Appropriations Act, 2008 or any similar federal law before receiving those extended benefits.
