Creates the Illinois State Fairgrounds Racetrack Authority to promote, operate, and maintain horse racing operations through a racing contractor in the Illinois State Fairgrounds. Provides the duties and powers of the Authority, including the duty to transition the conduct of horse racing at the Illinois State Fairgrounds from an annual race meeting that is contained within the duration of the Illinois State Fair to an annual standardbred race meeting that lasts from 3 to 9 months, depending on funding and market conditions. Provides that the Authority shall have concurrent jurisdiction with the Department of Agriculture over all of the real estate of the Illinois State Fairgrounds that is used for horse racing; however, when it is necessary to have controlling jurisdiction over this real property to obey a mandate of the Illinois Racing Board, the Authority shall have controlling jurisdiction.[...] show full description

Provides that a local highway jurisdiction may issue permits for the movement, to or from a farm or other production agriculture facility, of divisible and non-divisible loads of production agriculture commodities and goods used in production agriculture that exceed posted local size and weight limits. Provides that the permitted size and weight of these loads may not exceed the limits allowed on State highways. Effective immediately.

Provides for ex officio non-voting members from the Department of Commerce and Economic Opportunity, the Department of Agriculture, the Illinois Environmental Protection Agency, and a State university designated by the Governor. Provides that the Board shall create an administrator position and sets out the duties of that administrator. Specifies the Board's various powers and duties. Effective immediately.

Amends the Humane Care for Animals Act. Provides that, upon request of the Department of Agriculture (now, that request is not required), an approved humane investigator may, for the purpose of investigating an alleged violation of the Act, enter during normal business hours upon any premises where the animal or animals described in the complaint are housed or kept, provided such entry shall not be made into any building which is a person's residence, except by search warrant or court order. Effective immediately.

House Amendment No. 2 Deletes everything after the title. Reinserts the provisions of the resolution with changes. Sets forth certain information that must be included in the report by the Capital Development Board. Provides that, if the Capital Development Board does not file the report with the General Assembly by May 30, 2008, the Attorney General shall investigate the withholding of the information by the Capital Development Board. Provides that the resolution shall be delivered to the Governor, the Attorney General, and the Director of Agriculture as well as the Capital Development Board.
