Creates the Returning Veterans' Homestead Exemption, under which an exemption from the property's value is granted for residential property that is owned and occupied as a residence by a veteran for the tax year in which the veteran returns from active duty in an armed conflict involving the armed forces of the United States. In a Section concerning the Senior Citizens Homestead Exemption, provides that in all counties (now, in counties with less than 3,000,000 inhabitants), the county board may by resolution provide that if a person has been granted the homestead exemption, the person qualifying need not reapply for the exemption. In a Section concerning the alternative general homestead exemption, extends the alternative exemption by an additional 3 years. Amends the Criminal Code of 1961. Provides that a child sex offender may not knowingly loiter or knowingly reside within 750 (rather than 500) feet of a school, playground, child care institution, day care center, part day child care facility, a facility providing programs or services exclusively directed toward persons under 18 years of age, or victim of a sex offense or knowingly loiter on a public way within 750 (rather than 500) feet of a public park. Amends the Sex Offender Registration Act. Provides that a child sex offender shall sign a statement that he or she understands that according to Illinois law as a child sex offender he or she may not reside within 750 (rather than 500) feet of a school, park, or playground and may not reside within 750 (rather than 500) feet of a facility providing services directed exclusively toward persons under 18 years of age unless the sex offender meets specified exemptions.

Amends the Property Tax Code. Provides that each tax bill must include information that certain taxpayers may be eligible for tax exemptions, abatements, and other assistance programs and that, for more information, taxpayers should consult with the office of their township or county collector and with the Illinois Department of Revenue. Authorizes counties to establish and operate a homestead protection program under which the county treasurer may make payments from the indemnity fund to pay the delinquent taxes, along with all associated fees and interest, on the primary residence of eligible taxpayers. Provides that the county treasurer shall have a lien on the property in the amount of the assistance provided. Sets forth requirements for the program. Effective immediately.

Makes exceptions for autodialer calls from: a public safety agency notifying a person of an emergency; a school district to a student, a parent, or an employee; a subscriber with whom the caller has a current business relationship; or an employer advising an employee of a work schedule. Repeals exemptions for specified types of telephone calls. Makes other changes.
