Amends the Transportation Bond Act. Decreases the amount of bonds authorized to be issued for specified purposes by $1. Provides that the bill may be referred to as the Illinois Infrastructure, Transportation, and Transit Act of 2007. Effective immediately.

STEM CELL INITIATIVE-TECH Creates the Illinois Stem Cell Initiative of 2007. Contains only a short title provision. Senate Committee Amendment No. 1 Deletes everything after the enacting clause. Creates the Stem Cell Research and Human Cloning Prohibition Act. Permits research involving the derivation and use of human embryonic stem cells, human embryonic germ cells, and human adult stem cells from any source, including somatic cell nuclear transplantation, and allows public funding for stem cell research programs. Requires the Department of Public Health to develop and administer the Illinois Regenerative Medicine Institute program to provide for the awarding of grants to Illinois medical research institutions. Creates the Illinois Regenerative Medicine Institute Oversight Committee. LIQFD PETRO GAS ACT-LIABILITY

Amends the Liquefied Petroleum Gas Regulation Act. Provides that no legal action shall be commenced or maintained against any person engaged in the business of selling at retail, supplying, handling, or transporting liquefied petroleum gas in this State if the alleged injury, damage, or loss was caused by: (1) the alteration, modification, or repair of liquefied petroleum gas equipment or a liquefied petroleum gas appliance if done without the knowledge and consent of the liquefied petroleum gas seller, supplier, handler, or transporter; or (2) the use of liquefied petroleum gas equipment or a liquefied petroleum gas appliance in a manner or for a purpose other than that for which the equipment or appliance was intended and that could not reasonably have been expected.

PEN CD-ALT FORM-TOLLWAY EMPLOY

Amends the State Employee Article of the Illinois Pension Code. Provides that certain persons employed by the Illinois State Toll Highway Authority and automotive mechanics employed by the Illinois Department of Transportation, Department of Central Management Services, or Illinois Department of Agriculture are eligible for the alternative (State Police) formula. Includes new benefit increase language. Effective immediately.

TOW TRUCKS Amends the Illinois Vehicle Code. Provides that, if a damaged vehicle is obstructing traffic lanes, the driver of the vehicle must make every reasonable effort to move the vehicle or have it moved so as not to block the traffic lanes. Provides that, if any peace officer or highway authority official finds a vehicle standing upon a highway in violation of a parking restriction or a disabled vehicle blocking a roadway, he or she may move the vehicle, require its operator to move the vehicle, or provide for its removal by a third party. Provides that the vehicle may be moved to the shoulder of the road, to a position where parking is permitted, or to public parking or storage premises. Provides that a towing service is not liable for any loss or damages to real or personal property that occurs as a result of the removal or towing of the vehicle.  Fiscal Note (Dept. of Transportation)

CRIM CD&AIR RIFLE-AIR RIFLE Amends the Criminal Code of 1961. Provides that an assault or battery using an air rifle constitutes aggravated assault or aggravated battery. Amends the Air Rifle Act. Eliminates the maximum $50 fine that may be imposed for violation of the Act by a person who is not a dealer of air rifles. Effective immediately. Senate Committee Amendment No. 1 Provides that the penalty for aggravated battery involving the use of a firearm does not include an air rifle as defined by the Air Rifle Act. Deletes new provision that aggravated battery using a deadly weapon includes using an air rifle. House Amendment No. 1 Adds reference to: 720 ILCS 5/24-1from Ch. 38, par. 24-1

HIGHWAY CD-MOTOR FUEL TAX

Amends the Illinois Highway Code. Provides that a municipality that is located partially or wholly in a county with a population greater than 500,000 but less than 3,000,000 under specified conditions may expend Motor Fuel Tax street or road funds (except Federal-aid funds) on streets or highways or sections of highways without prior review or approval of the Department of Transportation for routine maintenance activities as determined by the Department, including without limitation snow plowing, street cleaning, crack-sealing, and road patching; and routine and periodic roadway resurfacing activities (including grinding off the surface course of roads, but not involving expansions or reconstruction of more than 20% of the affected road bed). Effective immediately.

ST POLICE-MISSING SENIORS

Amends the Department of State Police Law and the Department of Transportation Law of the Civil Administrative Code of Illinois, the Illinois Emergency Management Agency Act, the Illinois Police Training Act, and the Missing Persons Identification Act. With respect to the State Police's missing endangered senior alert system: (i) refers to the alerts as "Silver" Alerts; (ii) requires that the Department coordinate with the Department of Transportation and the Illinois Emergency Management Agency in the public dissemination of the alerts and the promotion of the system; and (iii) requires that local law enforcement agencies provide for prompt use of Silver Alerts and public dissemination of photographs of missing endangered seniors. Makes other changes. Effective immediately.

Amends the School Code. Provides that a school district must allow non-resident pupils of the school district to attend the schools of the district without charging these students tuition as long as these students are residents of this State (now, a school board has the power to charge non-resident pupils tuition). Provides that the school district is not required to provide the necessary transportation for these students. Makes related changes. Effective immediately.

Amends the Department of State Police Law of the Civil Administrative Code of Illinois. Creates the Silver Alert System. The Silver Alert System provides for the rapid dissemination of information regarding a missing person who is believed to be suffering from dementia or a similar cognitive impairment. Specifies the requirements and procedures for the alert system. Creates the Silver Alert System Task Force. Amends the Department of Transportation Law of the Civil Administrative Code of Illinois. Provides that the Department of Transportation, in coordination with the Department of State Police, shall use electronic message signs to provide critical information to the public regarding missing persons believed to be suffering from dementia or a similar cognitive impairment. Effective immediately.

Amends the Counties Code and the State Finance Act. Creates the Local Transportation Match Fund. Provides that a county may, by ordinance, direct that the taxes and penalties collected for specified purposes in the Counties Code (the County Option Motor Fuel Tax and the Special County Retailers' Occupation Tax for Public Safety or Transportation) be deposited into the Fund. Provides that moneys in the Fund shall be used for federal matching funds for participating counties. Effective immediately.
