ED LABR-CHI-BARGAINING SUBJECT

Amends the Illinois Educational Labor Relations Act. Provides that the list of subjects of collective bargaining between the Chicago School District and the exclusive bargaining representative of its employees that is now permissive is instead mandatory. Amends the State Mandates Act to require implementation without reimbursement.

SCH CD-CONTRACTS Amends the School Code. With respect to school districts other than Chicago, requires that certain contracts involving an expenditure in excess of $25,000 or a lower amount as required by local policy (rather than $10,000) be awarded to the lowest responsible bidder. Makes changes concerning the exceptions to this requirement, including an exception for contracts for services of corporations possessing a high degree of professional skill where ability and fitness play an important part, contracts for food services, contracts for utilities and related services when the cost is less than that offered by a local distribution company, and contracts for repair, maintenance, remodeling, renovation, or construction involving an expenditure not to exceed $50,000 (rather than $20,000). Adds an exception for contracts for the provision of motor vehicle fuel. Effective immediately. House Amendment No. 1

PENSION CD-TRS-PREGNANCY LEAVE Amends the Downstate Teachers Article of the Illinois Pension Code. Allows a teacher to establish credit for certain leaves of absence due to pregnancy. Includes new benefit increase compliance language. Effective immediately. Senate Committee Amendment No. 1 Replaces everything after the enacting clause with the introduced bill with the following changes. Provides that the total credit for leave of absence due to pregnancy during employment under the System and for leave of absence due to pregnancy during employment outside the System that is similar or equivalent to teaching may not exceed 3 years. Provides that, in determining the contribution required in order to receive the credit for leave of absence due to pregnancy during employment outside the System that is similar or equivalent to teaching, a member's salary rate during the period for which credit is being established shall be assumed to be equal to the member's last [...]

PENCD-CHGO TCHR-REFUND-AUGMENT

Amends the Chicago Teacher Article of the Illinois Pension Code. Eliminates the required contribution for converting past service to the augmented retirement formula, and provides for a refund of such contributions already paid. Also provides for recalculation of the pension and a lump sum payment of the difference between the augmented and unaugmented rates for certain pensioners. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.

PENCD-ART 17-DEPENDNT SURVIVOR

Amends the Chicago Teachers Article of the Illinois Pension Code. Provides that attainment of age 18 does not terminate the children's pension of a child who is disabled and was dependent upon a deceased teacher at the time of his or her death. Provides that, if there is no eligible surviving spouse or eligible child of a deceased teacher, his or her parent is entitled to a survivor's pension if he or she was dependent upon the deceased teacher at the time of his or her death. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
