PTELL-SCHOOL SAFETY LEVIES
Amends the Property Tax Extension Limitation Law in the Property Tax Code. Provides that the aggregate extension of the school district does not include any extension made: (i) for fire prevention and safety purposes under the School Code; and (ii) to pay the principle and interest on fire prevention and safety bonds issued under the School Code or on bonds issued to refund any fire prevention and safety bonds. Effective immediately.

Provides that a school board may, with referendum approval, elect to provide that the aggregate extension of the school district does not include any extension made: (i) for fire prevention and safety purposes under the School Code; and (ii) to pay the principle and interest on fire prevention and safety bonds issued under the School Code or on bonds issued to refund any fire prevention and safety bonds. Sets forth requirements for the referendum. Effective immediately.

VEH CD-SERIOUS VIOLATION FEE
Amends the Illinois Vehicle Code, the Clerks of Courts Act, and the Unified Code of Corrections. Provides that any person who is convicted of or pleads guilty to a serious traffic violation, as defined in the Illinois Vehicle Code, shall pay an additional fee of $20. Provides that $7.50 of the fee shall be deposited into the Fire Prevention Fund in the State treasury, $7.50 shall be deposited into the Fire Truck Revolving Loan Fund in the State treasury, and $5 shall be deposited into the Circuit Court Clerk Operation and Administrative Fund created by the Clerk of the Circuit Court. Provides that the new provisions become inoperative after 7 years. Effective 60 days after becoming law.

Amends the Fire Investigation Act. Provides that the fire chief, or a subordinate delegated by the fire chief, of any municipality or fire protection district that contains, in whole or in part, a university, college, or community college or that has a university, college, or community college within one mile of the boundaries of the municipality or fire protection district may inspect any rental property within the corporate boundaries of a municipality to ensure compliance with the fire and life safety codes in force in the municipality or fire protection district. Provides that, if the municipality or fire protection district has not adopted a fire or life safety code, the code for Fire Prevention and Safety as modified and adopted by the Office of the State Fire Marshal shall be used.

FIRE SERVICE INSTITUTE-ENROLL
Amends the Illinois Fire Service Institute Act. Requires enrollment and attendance in the programs of the Illinois Fire Service Institute to be open to any person 18 years of age or older (instead of any person engaged in fire administration, fire prevention, fire suppression, fire education, or arson investigation with a unit of government or a public or private fire department in this State).
