To provide for a Biofuels Feedstocks Energy Reserve, and to authorize the Secretary of Agriculture to make and guarantee loans for the production, distribution, development, and storage of biofuels.

Biofuels Energy Independence Act of 2007 - Authorizes the Secretary of Agriculture to make and guarantee loans for biofuel production, distribution, development, and storage. Sets forth loan eligibility requirements. Directs the Secretary to establish a related revolving fund.

Authorizes the Secretary to administer a Biofuels Feedstocks Energy Reserve to: (1) provide feedstocks in furtherance of biofuel-based energy production; and (2) support the biofuels energy industry when production is at risk due to feedstock reductions or commodity price increases. Sets forth related provisions respecting commercial commodity purchases, release of commodity stocks, and storage payments.

To promote the use of certain materials harvested from public lands in the production of renewable fuel, and for other purposes. 2/6/2008--Introduced. Renewable Biomass Facilitation Act of 2008 - Amends the Clean Air Act to redefine the term "renewable biomass" as: (1) materials, precommercial thinnings, or exotic species that are removed as byproducts of preventive treatments to reduce hazardous fuels, to reduce or contain disease or insect infestation, or to restore ecosystem health, that would not otherwise be used for higher-value products, and that are harvested from National Forest System land or public lands in accordance with federal and state law, land management plans, and requirements for old-growth maintenance, restoration, management direction, and large-tree retention under the Healthy Forests Restoration Act of 2003; or (2) any organic matter that is available on a renewable or recurring basis from non-federal land or Indian land held in trust by the [...]
