A bill to provide for safe and humane policies and procedures pertaining to the arrest, detention, and processing of aliens in immigration enforcement operations. 9/20/2007--Introduced. Families First Immigration Enforcement Act - Requires the Department of Homeland Security (DHS), in a workplace enforcement operation that is calculated to apprehend or does apprehend at least 50 aliens, to do the following: (1) give state agencies sufficient notice to arrange for representatives who speak the detainees' language and to provide for any special needs; (2) afford access to state social service agencies to screen and interview detainees to determine if medical risks or risks to relatives exist; (3) consider, upon recommendation, the release of detainees on age, medical, or family related humanitarian grounds; and (4) provide a toll-free number for families of detainees to report their relationship to DHS or state social services. Bail Bond Fairness Act of 2007 - Amends the federal criminal code to prohibit a judicial officer from declaring forfeited a bail bond for violation of specified collateral release conditions other than failing to appear in court. Makes forfeiture of a bail bond for violation of such collateral release conditions unavailable as a sanction.

Amends the Federal Rules of Criminal Procedure to provide that if a defendant fails to appear physically before the court (currently, if there is a breach of a condition of a bond), the court shall declare a forfeiture of the bail.

Protecting America's Children Act of 2007 - Prohibits the Attorney General from providing funding under the Edward Byrne Memorial Justice Assistance Grant Program to states or local governments that fail to certify that their laws provide adequate protection against the pre-trial release of individuals charged with certain violent or serious sex crimes (e.g., kidnapping and sexual abuse or exploitation of a child) and who pose a serious risk of fleeing, obstructing justice, or threatening, injuring, or intimidating a potential witness, judge, magistrate, or juror.
