Amends the Internal Revenue Code to: (1) allow the issuance of tax exempt facility bonds for the financing of domestic use oil refinery facilities; (2) extend through 2018 the tax credit for producing electricity from wind facilities; and (3) allow tax credits for the production of electricity from nuclear energy, natural gas production, and carbon dioxide tertiary injectant processes.Requires the President to designate at least 10 sites for oil or natural gas refineries on federal lands and make such sites available to the private sector for construction of refineries. Expressing the sense of Congress with respect to countries that withdraw from the Treaty on the Non-Proliferation of Nuclear Weapons.

Expresses the sense of Congress that the President should direct the United States Permanent Representative to the United Nations to urge the U.N. Security Council to pass a resolution that: (1) requires any country that withdraws from the Treaty on the Nonproliferation of Nuclear Weapons to be held responsible for any Treaty violations by the country that occurred prior to withdrawal; and (2) prohibits any country that withdraws from the Treaty after the country is determined to be in noncompliance with any of the Treaty's requirements, including applicable safeguards agreements, from using or retaining any nuclear energy assets, including all items listed in the current version of the International Atomic Energy Agency trigger list, acquired from other parties to the Treaty while the country was a party to the Treaty.

Expresses the sense of the House of Representatives that the Administration should not: (1) propose any change to Nuclear Suppliers Group (NSG) guidelines relating to India until the Administration has answered questions raised by Congress regarding apparent inconsistencies between the nuclear cooperation agreement and the Henry J. Hyde United States-India Peaceful Atomic Energy Cooperation Act of 2006 (Hyde Act), and resolved with the government of India all differences of interpretation in the nuclear cooperation agreement; and (2) support a proposed exemption for India in the NSG guidelines that is not consistent with the Hyde Act and the Atomic Energy Act of 1954 and that does not incorporate specified provisions.
