Great Lakes Collaboration Implementation Act of 2007 - National Aquatic Invasive Species Act of 2007 - Amends the Nonindigenous Aquatic Nuisance Prevention and Control Act of 1990 to: (1) require certain vessels operating in U.S. waters to have invasive species management plans; (2) direct the Secretary of Homeland Security to establish vessel performance requirements with the goal of eliminating invasive species, (3) require vessels to conduct ballast water treatment in accordance with numeric ballast water discharge standards; (4) direct the Secretary to promulgate regulations to minimize the discharge of invasive species from ships that claim no ballast on board, or that claim to be carrying only unpumpable quantities of ballast, and to allow ships entering the Great Lakes to use a treatment technology that is as effective as ballast water exchange; (5) [...]

Amends the Merchant Marine Act, 1936 to provide that when the 20 year period during which vessels operating exclusively in specified foreign trade and for which a construction-differential subsidy was received for restricting voyages exclusively to such trade ends, the requirements and restrictions for receipt of such subsidy, including making payments for violating the restriction on engaging in domestic trade also ends. (Currently, termination of such period does not affect the requirement to make such payments.)

A bill to amend the Internal Revenue Code of 1986 to modify the application of the tonnage tax on vessels operating in the dual United States domestic and foreign trades, and for other purposes.

Amends the Internal Revenue Code to modify the alternative tax on qualifying shipping activities to treat a corporation electing such tax as continuing to use a qualifying vessel in the U.S. foreign trade during any period of use in the U.S. domestic trade, thus eliminating the 30 day limitation on operating in U.S. domestic trade under current law.

A bill to amend the Clean Air Act to reduce air pollution from marine vessels. 5/24/2007--Introduced. Marine Vessel Emissions Reduction Act of 2007 - Amends the Clean Air Act to direct the Administrator of the Environmental Protection Agency (EPA) to promulgate regulations that, effective beginning on December 31, 2010, require specified marine vessels to use fuel that contains not more than 1,000 parts per million of sulfur in their main and auxiliary engines. Authorizes the Administrator to promulgate interim regulations upon determining that compliance with such requirement is not technically feasible by such date. Authorizes the Administrator to provide for an alternative mechanism of compliance for a marine vessel if: (1) the vessel employs a control technology that reduces emissions of sulfur oxides and particulate matter to at least the same degree as the reduction that would be achieved through compliance with the applicable fuel sulfur content limitation; and [...]
