District of Columbia Personal Protection Act - Amends specified law prohibiting the killing of wild birds and wild animals in the District of Columbia to declare that nothing in it or any other provision of law shall authorize or be construed to permit the Council, the Mayor, or any governmental or regulatory authority of the District to prohibit, constructively prohibit, or unduly burden the ability of persons otherwise not prohibited from possessing firearms under federal law from acquiring, possessing in their homes or businesses, or using for sporting, self-protection or other lawful purposes, any firearm neither prohibited by federal law nor subject to the National Firearms Act. Denies the District any authority to enact laws or regulations that discourage or eliminate the private ownership or use of firearms. Amends the District of Columbia Home Rule Act to revise the District of Columbia's charter (to conform to revisions made by the Council of the District of Columbia relating to public education).

Repeals the grant of authority to the Mayor and the District Council to establish the annual budget for the District's Board of Education, which also prohibits the Mayor and Council from specifying the amounts of and purposes for which funds may be expended.

Repeals: (1) the authority of the Board to govern D.C. public schools; and (2) provisions for election of the Board.
