Reinstates banking agency regulations in effect before the publication of such revisions. Amends the Bank Holding Company Act of 1956 (BHCA) to subject to the Community Reinvestment Act of 1977 (CRA) nonbank affiliates of bank holding companies that engage in lending or offering banking products or services. Future Fuels Act - Amends the Internal Revenue Code to allow an investment credit to eligible manufacturers for an advanced technology motor vehicle. Amends federal transportation law to revise the fuel economy calculations for manufacturing incentives for dual fueled and gaseous fuel dedicated automobiles.Sets forth a calendar schedule for an increased percentage of alternative fueled automobiles or flexible fuel vehicles. Passenger Vehicle Loss Disclosure Act - Directs the Secretary of Transportation to require all insurers and self-insurers of passenger motor vehicles to disclose to the public, in a commercially reasonable, electronically accessible manner, for each passenger motor vehicle declared or determined to be a total loss: (1) the vehicle identification number and odometer reading; (2) the date of and primary reason for the total loss determination; and (3) whether the airbags deployed.
