Directs the Secretary of State to establish a Board of Family-based Visa Appeals within the Department of State. Authorizes the Secretary of Homeland Security (Secretary) to deny a family-based immigration petition by a U.S. petitioner for an alien spouse or child if: (1) the petitioner is on the national sex offender registry for a conviction that resulted in more than one year's imprisonment; (2) the petitioner has failed to rebut such information within 90 days; and (3) granting the petition would put a spouse or child beneficiary in danger of sexual abuse. Rail and Public Transportation Security Act of 2007 - Directs the Secretary of Homeland Security (Secretary) for the Department of Homeland Security (DHS) to develop and implement a plan entitled the National Strategy for Rail and Public Transportation Security. Requires the Secretary to promulgate regulations that require each high- or medium- risk tier railroad carrier, public transportation operator, or over-the-road bus private operator to submit for approval by the Secretary: (1) an assessment of the vulnerability of the rail or public transportation system or over-the-road bus to terrorism; and (2) a security plan that addresses the vulnerabilities identified in the assessment. To amend the Internal Revenue Code of 1986 to provide incentives for improving mine safety.

9/6/2007--Introduced.

Amends the Internal Revenue Code to allow a tax credit for 50% of the cost of qualified advanced mine safety equipment property (in lieu of the existing taxpayer election to expense 50% of such property in the current taxable year). Defines such property to include: (1) an emergency communication technology or device for constant communication with individuals outside the mine; (2) an electronic identification and location device; (3) an emergency oxygen-generating device; (4) pre-positioned oxygen supplies; and (5) a comprehensive atmospheric monitoring system to monitor levels of carbon monoxide and other gases present in a mine.

Revises the tax credit for mine rescue team training expenses to: (1) increase the amount of such credit; (2) allow such credit as an offset against the alternative minimum tax; and (3) make such credit permanent.
