Expresses the the sense of the Senate that: (1) the expansion of the North Atlantic Treaty Organization (NATO) contributes to NATO's continued effectiveness and relevance; and (2) the United States should take the lead in supporting the awarding of invitations to Albania, Croatia, and Macedonia to join NATO at the April 2008 NATO Summit at Bucharest, Romania.
