Kidney Care Quality and Education Act of 2007 - Directs the Secretary of Health and Human Services to establish demonstration projects to: (1) increase public awareness about the factors that lead to chronic kidney disease, how to prevent it, how to treat it, and how to avoid kidney failure, as well as enhance surveillance systems and expand research to better assess the prevalence and incidence of kidney disease; and (2) enable individuals with end-stage renal disease (ESRD) to develop self-management skills. A bill to provide for the collection and maintenance of amniotic fluid and placental stem cells for the treatment of patients and research.

Amniotic Fluid and Placental Stem Cell Banking Act of 2007 - Directs the Secretary of Health and Human Services to enter into one-time contracts with qualified amniotic fluid and placental stem cell banks to assist in the collection and maintenance of 100,000 new units of high-quality amniotic fluid and placental stem cells to be made available for treatment though the C.W. Bill Young Cell Transplantation and Treatment Program. Sets forth provisions relating to requirements for contract recipients, the duration of such contracts, and extensions of funding under such contracts.

Amends the Public Health Service Act to revise the Program to provide for amniotic fluid and placental stem cell functions, recruitment, and educational activities.

Authorizes appropriations for the Program through FY2012.

To amend the Internal Revenue Code of 1986 to provide a nonrefundable personal credit to individuals who donate certain life-saving organs. 2/13/2007--Introduced. Living Organ Donor Tax Credit Act of 2007 - Amends the Internal Revenue Code to allow a nonrefundable tax credit for a donation of a qualified life-saving organ for transplantation by a living individual into another individual. Defines "qualified life-saving organ" as a kidney, liver, lung, pancreas, intestine, bone marrow, or any part thereof. Limits the annual amount of such credit to $5,000 of the unreimbursed costs and lost wages incurred by an organ donor in connection with an organ transplant.Amends: (1) the Public Health Service Act to reduce federal living organ donation grants by any tax credit for organ donation received under this Act; and (2) the National Organ Transplant Act to provide that any such tax credit shall not be deemed valuable consideration for purposes of the ban against [...]

William H. Frist Gift of Life Congressional Medal Act - Directs the Secretary of the Treasury to design and strike a bronze medal to commemorate organ donors and their families.

Requires the Secretary of Health and Human Services to direct the entity holding the Organ Procurement and Transplantation Network to contract to establish an application procedure and determine eligibility.

Allows the Secretary of Health and Human Services or the Network contractor to provide duplicates of the medal to any recipient.

Allows the Secretary of the Treasury to enter into an agreement with the Network contractor to collect funds to offset expenditures relating to the issuance of medals, which the Secretary shall deposit in the Numismatic Public Enterprise Fund.
