Self-help devices for the disabled Legislation - Federal Government

Count Every Vote Act of 2007 - Amends the Help America Vote Act of 2002 with respect to : (1) voter verification and mandatory auditing by state officials; (2) provisional ballots and requirements for casting and counting them; (3) shortening of voter wait lines; (4) equitable allocation of voting systems, poll workers, and election resources; (5) absentee balloting; (6) training of poll workers; (7) standards for purging voters; (8) an election day registration grant program; (9) standards for early voting; (10) voter registration and identification; (11) prohibition of deceptive practices and certain campaign activities; (12) voting rights of individuals convicted of criminal offenses; (13) election day as a public holiday; and (14) the Election Assistance Commission.

Amends title XVIII (Medicare) of the Social Security Act to provide for Medicare coverage of certain medical mobility devices approved as a class III medical device pursuant to a premarket approval application under the Federal Food, Drug, and Cosmetic Act.

Medicare Independent Living Act of 2007 - Amends title XVIII (Medicare) of the Social Security Act to eliminate the in-the-home restriction for Medicare coverage of mobility devices for individuals with expected long-term needs. Deems such devices to be durable medical equipment (DME) if they are used in customary settings for the purpose of normal domestic, vocational, or community activities.

Catherine Skivers Currency for All Act - Amends the Federal Reserve Act to require each federal reserve note whose denomination is $50 or less to be trimmed in a prescribed manner so as to make the denomination recognizable to an individual who is blind.

Medicare Access to Complex Rehabilitative and Assistive Technology Act of 2008 - Amends title XVIII (Medicare) of the Social Security Act to exempt complex rehabilitation products and assistive technology products from the Medicare competititve acquisition program.

Veterans' Compensation Equity Act of 2008 - Requires that, for each veteran requiring continuous medication or the use of one or more adaptive devices (such as a hearing aid) prescribed by the Department of Veterans Affairs (VA) or other licensed health care provider for the treatment of a service-connected disability, the Secretary of Veterans Affairs shall assign a disability rating of not less than 10%.

Financial Security Accounts for Individuals with Disabilities Act of 2008- Amends the Internal Revenue Code to establish tax-exempt financial security accounts for individuals with disabilities to pay certain expenses of such individuals, including expenses for education, medical care, and employment training.

Allows individual taxpayers a tax deduction, up to $2,000 per year, for cash contributions to such an account.

Amends title XIX (Medicaid) of the Social Security Act to permit the disregard of financial security accounts for disabled individuals in determining eligibility for Medicaid benefits. Permits the disregard of amounts in such accounts for purposes of determining eligibility for certain means-tested federal programs.
