To conserve global bear populations by prohibiting the importation, exportation, and interstate trade of bear viscera and items, products, or substances containing, or labeled or advertised as containing, bear viscera, and for other purposes. 7/12/2007--Introduced. Bear Protection Act of 2007 - Prohibits any person from: (1) importing bear viscera into, or exporting it from, the United States; or (2) selling bear viscera, bartering, offering it for sale or barter, or purchasing, possessing, transporting, delivering, or receiving it in interstate or foreign commerce. Amends the Outer Continental Shelf Lands Act to prohibit the Secretary of the Interior from offering for leasing, preleasing, and specified related activity within the Chukchi or Beaufort Sea Planning Area until the following prerequisites have been met: (1) the Secretary enters into an agreement with the National Research Council to report to Congress upon specified missing information regarding the Chukchi and Beaufort Sea marine and coastal ecosystems, and the adequacy of environmental, public health and cultural studies; (2) the polar bear is listed as an endangered species or a threatened species under the Endangered Species Act of 1973, and critical habitat is designated for it, or the Secretary publishes a determination that such a listing is not warranted;[...]

Bear Protection Act of 2008 - Amends the Lacey Act Amendments of 1981 to make it unlawful for any person to import, export, transport, sell, receive, acquire, or purchase in interstate or foreign commerce bear viscera. Defines "bear viscera" as the body fluids or internal organs of a bear, including its gallbladder and excluding its blood or brains.

Provides that this Act does not affect the regulation by any state of its bear populations or affect the hunting of bears that is lawful under state laws.
