Vessel Hull Design Protection Amendments of 2008 - Amends federal copyright law to specify that the design of a vessel's hull, deck, or combination of a hull and deck, including a plug or mold are protected (currently, only the design of the vessel hull is protected, including a plug or mold). Requires that Department of Defense rights in a registered design, including the right to build to such a design, be determined solely by provisions of federal Armed Forces law relating to rights in technical data or by the instrument under which the design was developed for the U.S. government. Everglades National Park Boundary Adjustment Act of 2008 - Adjusts the boundary of the Everglades National Park in Florida to include the Tarpon Basin property comprising approximately 600 acres of land and water surrounding Hurricane Hole and located in South Key Largo.

Authorizes the Secretary of the Interior to acquire from willing sellers by donation, purchase, or exchange land, water, or interests in land and water, within the area identified on the map entitled "Proposed Tarpon Basin Boundary Revision" and dated May 2008, to be added to the Park.

Requires the lands and waters added to the Park by this Act to be administered as part of the Park.

Permits the Secretary to allow the use of Hurricane Hole by sailing vessels during emergencies.

Authorizes appropriations.

A bill to amend the Federal Water Pollution Control Act relating to recreational vessels.

Recreational Boating Act of 2007 - Amends the Federal Water Pollution Control Act (popularly known as the Clean Water Act) to redefine the term "pollutant" to exclude any deck runoff from a recreational vessel, any engine cooling water, gray water, bilge water effluent from a properly functioning recreational marine engine, laundry, shower, and galley sink waste from a recreational vessel, or any other discharge incidental to the normal operation of a recreational vessel. Declares that such exclusion does not apply to rubbish, trash, garbage, or any other similar material discharged overboard by a recreational vessel.

Defines "recreational vessel" to mean a vessel that is: (1) manufactured for operation, or operated primarily for recreational purposes; or (2) leased, rented, or chartered to an individual for recreational purposes.
