Agricultural Air Quality Incentives Act of 2007 - Amends the Food Security Act of 1985 to direct the Secretary of Agriculture to: (1) promote air quality by providing cost-share payments and incentive payments to individual producers to address agricultural air quality concerns; and (2) provide cost-share payments to producers for mobile or stationary equipment (including engines) used in an agricultural operation that would reduce emissions of air pollutants and air pollutant precursors. Small Business Emergency Fuel Assistance Act of 2007 - Establishes within the Economic Development Administration of the Department of Commerce an emergency assistance program for small businesses and small farms dependent on fuel.

Authorizes the President to declare a federal energy emergency if the health, safety, welfare, or economic well-being of U.S. citizens is at risk because of an imminent or actual shortage of adequate supplies of crude oil, gasoline or petroleum distillates owing to: (1) a disruption in the national distribution system for such distillates (including a shortage related to a major disaster); or (2) significant pricing anomalies in national energy markets for them.

Authorizes the Secretary of Commerce to award grants to states under a presidential declaration of fuel supply interruption.

Agricultural Producers Value-Added Investment Tax Credit Act of 2007 - Amends the Internal Revenue Code to allow individuals who materially participate in a farming business and certain farmer-owned entities a business tax credit up to $30,000 for investment in qualified value-added agricultural property. Defines "qualified value-added agricultural property" as depreciable property which is used to add value to a good or product, suitable for food or nonfood use, derived in whole or in part from organic matter which is available on a renewable basis, including agricultural crops and agricultural wastes and residues, wood wastes and residues, and domesticated animal wastes. Terminates the credit after 2012.
