Food Tracking Improvement Act - Amends the Federal Food, Drug, and Cosmetic Act to prohibit failing to comply with any requirement of this Act.Requires the Secretary of Health and Human Services to: (1) establish a traceability system for all stages of manufacturing, processing, packaging, and distribution of food; and (2) convene an advisory committee to assist in implementing the system. Medical Device Safety Act of 2008 - Amends the Federal Food, Drug, and Cosmetic Act to provide that provisions preempting state and local requirements for medical devices intended for human use shall not be construed to modify or otherwise affect any action for damages or the liability of any person under state law. Makes this Act effective as if it were included in the Medical Device Amendments of 1976 and applicable to any civil action pending or filed on or after the date of enactment of this Act.

Food and Drug Administration Accountability and Transparency Act - Amends the Federal Food, Drug, and Cosmetic Act to require the Secretary of Health and Human Services to publish in the Federal Register postmarket surveillance plans for medical devices, unless such information is exempted under the Freedom of Information Act. Subjects medical device manufacturers that fail to comply with postmarket surveillance requirements to civil monetary penalties. Protecting Americans from Unsafe Foreign Products Act - Amends the federal judicial code to provide for service of process on foreign citizens or subjects (nationals), or their agents, in cases involving defective products causing injury in the United States which were manufactured by the foreign national outside the United States.

Conditions jursidiction for service of process on the fact that the foreign national: (1) knew or reasonably should have known that the product or component would be imported for sale or use in the United States; or (2) had contacts with the United States, whether or not such contacts occurred in the place where the injury occurred.

A bill to amend the Federal Meat Inspection Act to strengthen the food safety inspection system by imposing stricter penalties for the slaughter of nonambulatory livestock. 3/13/2008--Introduced. Downed Animal Enforcement Act of 2008 - Amends the Federal Meat Inspection Act to make it a violation of such Act to: (1) slaughter any nonambulatory livestock, or prepare any carcass or carcass part or meat or meat food product from such animal, for human food use; or (2) fail to comply with the Humane Methods of Slaughter Act of 1958.
