Cuban-American Family Rights Restoration Act - Prohibits that President from regulating or prohibiting: (1) travel to or from Cuba by any U.S. person; or (2) transactions (baggage, living expenses, personal use goods or services, normal banking transactions) incident to travel for the purpose of visiting a close relative who is a national of Cuba.

Directs the President to rescind all regulations that so regulate or prohibit such travel or transactions.

CTR Modernization Act - Amends federal law governing mandatory reports on currency transactions to exempt depository institutions from the requirement that all domestic financial institutions file a report on every domestic coin and currency transaction. Requires such a depository institution to file a currency transaction report, however, if the transaction involves at least $30,000. Prohibits the Secretary of the Treasury after a certain date from requiring a depository institution to file a currency transaction report regarding a transaction of less than $30,000. Tax-Free Gold Act of 2008 - Prohibits the imposition of tax on any coin, medal, token, or gold, silver, platinum, palladium, or rhodium bullion issued by any person or jurisdiction.

Prohibits states from assessing any tax or fee on any currency or other monetary instrument that is used in interstate or foreign commerce and that is subject to the enjoyment of legal tender status under the U.S. Constitution.
