A bill to amend the Federal Food, Drug, and Cosmetic Act with respect to priority review vouchers.

Amends the Federal Food, Drug, and Cosmetic Act to require that priority review vouchers, which are given by the Secretary of Health and Human Services to the sponsor of a tropical disease product application, are transferable to sponsors of human drug applications for approval of a new drug or biological product. Prohibits such vouchers from being redeemed to affect the review of a pending human drug application.

A bill to reauthorize HIV/AIDS assistance.

HIV/AIDS Assistance Reauthorization Act of 2007 - Amends the United States Leadership Against HIV/AIDS, Tuberculosis, and Malaria Act of 2003 to authorize appropriations for HIV/AIDS assistance.

Revises fund allocation provisions, including requiring that at least 50% of funds be made available for the promotion of abstinence, fidelity, and other preventative measures.

Extends the minimum 10% funding obligation for orphans and vulnerable children through FY2013.

Authorizes the President to increase proportional support for the Global Fund to Fight AIDS, Tuberculosis and Malaria, within the authorized amounts under this Act, if specified performance, accountability, and transparency benchmarks are met.

Authorizes appropriations for Fund contributions through FY2013.
