Kindergarten Plus Act of 2008 - Authorizes the Secretary of Education to award competitive grants to states to provide Kindergarten Plus (K+) programs of voluntary full days of kindergarten during the summer before and the summer after their traditional kindergarten school year. Directs the Secretary to ensure, to the extent possible, that each grant is of sufficient size to enable the state to provide K+ to all eligible students served by the local educational agencies (LEAs) within the state with the highest concentrations of eligible students. A bill to support the establishment or expansion and operation of programs using a network of public and private community entities to provide mentoring for children in foster care. 1/24/2007--Introduced. Foster Care Mentoring Act of 2007 - Amends title IV part B (Child-Welfare Services) of the Social Security Act to direct the Secretary of Health and Human Services to award grants to states to support the establishment or expansion and operation of programs using networks of public and private community entities to provide mentoring for children in foster care. Authorizes a grant award directly to a political subdivision if the subdivision serves a substantial number of foster care youth. Prescribes program implementation guidelines, including: (1) application requirements; (2) training; (3) screening; (4) educational requirements; (5) federal and nonfederal share of funds for the program; (6) considerations in awarding grants; and (7) use of funds. Children's Health Insurance Promotion Act of 2007 - Amends title XXI (State Children's Health Insurance) (SCHIP) of the Social Security Act (SSA) to direct the Secretary of Health and Human Services to award grants to eligible entities to: (1) conduct innovative outreach and enrollment efforts that are designed to increase the enrollment and participation of eligible children under SCHIP; and (2) promote understanding of the importance of health insurance coverage for prenatal care and children.

Amends SSA title XIX (Medicaid) to grant a state the option to provide for simplified determinations of a child's financial eligibility for medical assistance under Medicaid or child health assistance under SCHIP.

A bill to establish an Indian youth telemental health demonstration project.

Indian Youth Telemental Health Demonstration Project Act of 2007 - Authorizes the Secretary of Health and Human Services to carry out a demonstration project to award up to five grants, of up to four years each, for the provision of telemental health services to Indian youth who have expressed suicidal ideas, have attempted suicide, or have mental health conditions that increase or could increase the risk of suicide.

Makes eligible for such grants any Indian tribes and tribal organizations that operate one or more facilities: (1) located in Alaska and part of the Alaska Federal Health Care Access Network; (2) reporting active clinical telehealth capabilities; or (3) offering school-based telemental health services relating to psychiatry to Indian youth.
