A bill to provide increased rail transportation security. 1/4/2007--Introduced. Rail Security Act of 2007 - Directs the Assistant Secretary of Homeland Security for the Transportation Security Administration (TSA) to conduct a vulnerability assessment of freight and passenger rail transportation, and develop specific prioritized recommendations for improving rail security. Directs the Assistant Secretary to conduct a study on requiring security screening for passengers, baggage, and cargo on passenger trains. Authorizes the Secretary of Transportation to make grants to Amtrak for fire and life-safety improvements and infrastructure upgrades to tunnels on the Northeast Corridor. Directs Amtrak to submit to the National Transportation Safety Board (NTSB) a plan to address the needs of families of passengers involved in rail passenger accidents. To amend United States trade laws to address more effectively import crises, and for other purposes. 1/29/2007--Introduced. Trade Law Reform Act of 2007 - Amends the Tariff Act of 1930 to revise factors that the International Trade Commission (ITC) must consider in making material injury determinations in countervailing duty and antidumping duty proceedings. Repeals the one-year monitoring program for cases involving persistent dumping. Requires initiation of an expedited antidumping duty investigation in such cases. Modifies certain factors used to value freight for imputs in nonmarket economy country antidumping calculations. Requires enactment of a joint resolution by Congress before revocation of a foreign country as a nonmarket economy country. Amends the Steel and Aluminum Energy Conservation and Technology Competitiveness Act of 1988 to authorize appropriations for FY2008-FY2012.

Requires the Secretary of Energy, in reviewing research and development activities for possible inclusion in the research plan to expand the steel research and development initiative, to consider among steel project priorities the development of technologies which reduce greenhouse gas emissions.

Revises the requirement for consideration of the development of advanced coatings for sheet steels to specify sheet and bar steels.

Solid Waste Interstate Transportation Act of 2007 - Amends the Solid Waste Disposal Act to prohibit a landfill or incinerator (facility) from receiving out-of-state municipal solid waste (MSW) for disposal or incineration unless the waste is received pursuant to a new or existing host community agreement or an exemption from this prohibition (which may be limited by the state). Establishes conditions for exemptions. Authorizes states to establish limits on the amount of out-of-state MSW received annually for disposal at each facility. Sets the limitation amount for any facility that began receiving documented out-of-state waste before enactment of this Act at the amount received during 1993 (or first subsequent year of documentation).
