To prohibit the importation of motor vehicles of the People's Republic of China until the tariff rates that China imposes on motor vehicles of the United States are equal to the rates of duty applicable to motor vehicles of the People's Republic of China under the Harmonized Tariff Schedule of the United States.

Unfair Chinese Automotive Tariff Equalization Act - Prohibits the importation into the United States of any motor vehicle that is the product of the People's Republic of China (PRC).

Extends such prohibition until the President certifies in writing to Congress that the tariff rates imposed by the PRC on motor vehicles that are U.S. products are equal to the rates of duty applicable to similar motor vehicles that are PRC products.

Federal Death Penalty Abolition Act of 2007 - Repeals death penalty provisions for a wide range of homicide-related offenses under the Immigration and Nationality Act, the federal criminal code, the Controlled Substances Act, and other statutes relating to aircraft hijacking, espionage and treason, and offenses punished under the Uniform Code of Military Justice.

Prohibits the sentencing to death or execution of any person for any violation of federal law after the enactment of this Act. Commutes death penalties imposed prior to the enactment of this Act to life imprisonment without the possibility of parole.

Amends the Internal Revenue Code to qualify new flexible fuel hybrid motor vehicles for the alternative motor vehicle tax credit through December 31, 2014. Defines "new flexible fuel hybrid motor vehicle" as a qualified hybrid motor vehicle which is capable of operating on an alternative fuel, on gasoline, and on any blend thereof, and which is certified by the Administrator of the Environmental Protection Agency to have achieved a certain level of city fuel economy using E-85 ethanol fuel.

Flex Fuel for All Americans Act - Amends the Internal Revenue Code to allow a tax credit for the purchase of a new qualified flexible fuel motor vehicle and an additional credit for the purchase of an optimum flexible fuel vehicle. Defines "new qualified flexible fuel motor vehicle" as any motor vehicle which is capable of operating on blends of gasoline, ethanol, methanol, diesel, and biodiesel fuel and "optimum flexible fuel vehicle" as a flexible fuel vehicle certified by the Environmental Protection Agency (EPA) to achieve certain higher levels of fuel efficiency.
