No More Excuses Energy Act of 2007 - Requires the Secretary of the Treasury to prescribe regulations for the taxpayer election to expense the cost of certain refinery property not later than 60 days after the enactment of this Act. Amends the Internal Revenue Code to: (1) allow the issuance of tax exempt facility bonds for the financing of domestic use oil refinery facilities; (2) extend through 2018 the tax credit for producing electricity from wind facilities; and (3) allow tax credits for the production of electricity from nuclear energy, natural gas production, and carbon dioxide tertiary injectant processes.Requires the President to designate at least 10 sites for oil or natural gas refineries on federal lands and make such sites available to the private sector for construction of refineries. Amends the Great Sand Dunes National Park and Preserve Act of 2000 to provide that the purpose of the Baca National Wildlife Refuge shall be to restore, enhance, and maintain wetland, upland, riparian, and other habitats for native wildlife, plant, and fish species in the San Luis Valley. Instructs the Secretary of the Interior, in administering the Refuge, to: (1) emphasize migratory bird conservation; and (2) take into consideration the role of the Refuge in broader landscape conservation efforts. Provides for the Secretary, in administering water resources for the Refuge, to use decreed water rights on the Refuge in approximately the same manner that the water rights have been used historically.

Electric Utility Cap and Trade Act of 2007 - Amends the Clean Air Act to require the Administrator of the Environmental Protection Agency (EPA) to establish an allowance trading program to address greenhouse gas (GHG) emissions from electric generating facilities that: (1) have a nameplate capacity greater than 25 megawatts; (2) combust GHG emitting fuels; and (3) generate electricity for sale. Provides for annual tonnage limitations for GHG emissions from such facilities for 2011-2020.Requires the Administrator to establish: (1) a Climate Science Advisory Panel; (2) a safe climate level; (3) a Climate Action Trust Fund for the Administrator to use to carry out this Act; and (4) an innovative low- and zero-emitting carbon technologies program, a clean coal technologies program, and an energy efficiency technology program.[...]

Protecting Americans from Violent Crime Act of 2008 - Bars, except as provided under current federal criminal law regarding the possession or the causing to be present of firearms and other dangerous weapons in federal facilities (other than federal court facilities), the promulgation or enforcement of any regulation that prohibits an individual from possessing, transporting, or carrying a firearm, including an assembled or functional firearm, in any unit of the National Park System or the National Wildlife Refuge System if: (1) the individual is not otherwise prohibited by law from possessing, transporting, or carrying the firearm; and (2) the possession, transportation, or carrying of the firearm is in compliance with the law governing possession, transportation, or carrying of firearms in parks of the state in which the unit is located.
