Amends the Federal Power Act to authorize the Federal Energy Regulatory Commission (FERC) to issue a construction permit for siting an interstate electric transmission facility if it finds that an authorized state entity has: (1) approved the siting of the proposed facility; or (2) unreasonably withheld a determination, or delayed making a determination, for a period of at least two years after the date on which the permit application was filed. Repeals provisions governing: (1) rights-of-way; and (2) compensation for acquisition of rights-of-way. Prohibits FERC from issuing a permit if a state entity has denied a permit application for the same project during the two-year period beginning on the date the permit application is submitted to the entity.
