Agricultural Air Quality Incentives Act of 2007 - Amends the Food Security Act of 1985 to direct the Secretary of Agriculture to: (1) promote air quality by providing cost-share payments and incentive payments to individual producers to address agricultural air quality concerns; and (2) provide cost-share payments to producers for mobile or stationary equipment (including engines) used in an agricultural operation that would reduce emissions of air pollutants and air pollutant precursors. Clean Air Attainment Enforcement Act - Amends the Clean Air Act to declare that if a state in which a covered (nonattainment) area is located does not submit a required implementation plan (for achieving and maintaining national ambient air quality standards), the Administrator of the Environmental Protection Agency (EPA): (1) shall not have discretion to select whether highway and emission offset sanctions will be imposed on the covered area; and (2) shall impose such sanctions, with a specified exception regarding the emission offset requirements.
