Commends the X PRIZE Foundation's leadership for their efforts to inspire a new generation of viable, super-efficient vehicles through the Automotive X PRIZE competition.

Congratulates the Foundation on its innovation and vision in bringing together some of the finest minds in government, higher education, and industry to participate in the competition and applauds its commitment for encouraging solutions to some of the greatest challenges facing humanity.

Tax Technical Corrections Act of 2007 - Makes technical and clerical corrections to the Internal Revenue Code, including corrections to provisions enacted by: (1) the Tax Relief and Health Care Act of 2006; (2) the Pension Protection Act of 2006; (3) the Tax Increase Prevention and Reconciliation Act of 2005; (4) the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users; (5) the Energy Policy Act of 2005; (6) the American Jobs Creation Act of 2004; (7) the Jobs and Growth Tax Relief Reconciliation Act of 2003; (8) the Economic Growth and Tax Relief Reconciliation Act of 2001; (9) the Tax Relief Extension Act of 1999; and (10) the Internal Revenue Service Restructuring and Reform Act of 1998.

Excludes from gross income, for federal income tax purposes, any payments made by Virginia Polytechnic Institute & State University (Virginia Tech) out of the Hokie Spirit Memorial Fund to the victims of the tragic shootings at such school on April 16, 2007.

Increases the penalty for failure to file a partnership income tax return, for a taxable year beginning in 2008, by one dollar (from $85 to $86) per month (multiplied, as under current law, by the number of partners in the offending partnership during any part of the taxable year).

Food and Energy Security Act of 2007 - Revises agricultural and related programs and provisions respecting: (1) producer income; (2) conservation; (3) trade; (4) nutrition; (5) credit; (6) rural development and investment; (7) research and related matters; (8) forestry; (9) energy; (10) livestock marketing; and (11) agricultural security.

National Fish and Wildlife Foundation Establishment Act Amendment of 2007 - Amends the National Fish and Wildlife Foundation Establishment Act to increase the number of members of the board of the National Fish and Wildlife Foundation.

Honors the 50th anniversary of Althea Gibson's becoming the first African-American to win at Wimbledon and the U.S. Championship at Forest Hills in New York City.

Encourages: (1) support of the Althea Gibson Foundation and other organizations that support under-privileged youth in their educational aspirations and athletic pursuits in tennis and golf; and (2) preservation of the memory, legacy, and well-being of pioneer athletes who served as inspirations for succeeding generations.

Expresses the sense of Congress that: (1) National Courage Month provides an opportunity to educate the people of the United States about the positive role that professional athletes can play as inspirations for America's youth; and (2) the Ed Block Courage Award Foundation should be recognized for its outstanding contributions toward helping those affected by child abuse.

Commends the Hispanic Heritage Foundation for recognizing the next generation of Latino role models for their academic achievements and community service.

Amends the Morris K. Udall Scholarship and Excellence in National Environmental and Native American Public Policy Act of 1992 to authorize the appropriation to the Environmental Dispute Resolution Fund for FY2009-FY2013 of such sums as may be necessary for operating costs of the United States Institute for Environmental Conflict Resolution.

Amends the Morris K. Udall Scholarship and Excellence in National Environmental and Native American Public Policy Act of 1992 to authorize the appropriation to the Environmental Dispute Resolution Fund for FY2008-FY2012 of such sums as may be necessary for operating costs of the United States Institute for Environmental Conflict Resolution.

Amends the Internal Revenue Code to allow certain support organizations for tax-exempt teaching hospitals to acquire debt secured by income-producing real property used to provide financial support for such hospitals.

Directs the Secretary of Defense to make a grant to the National D-Day Museum Foundation for facilities and programs of America's National World War II Museum in New Orleans, LA.

American Bald Eagle Commemorative Coin Program Amendments of 2007 - Amends the American Bald Eagle Recovery and National Emblem Commemorative Coin Act to revise the distribution of surcharges from coin sales as follows: (1) 1/3 to the American Eagle Foundation of Tennessee in the United States to further its works; (2) 1/3 to the American Bald Eagle Foundation of Haines, Alaska; and (3) 1/3 to the Peregrine Fund of Boise, Idaho, to further its works.

Mother's Day Centennial Commemorative Coin Act - Instructs the Secretary of the Treasury to mint and issue not more than 400,000 $1 coins emblematic of the 100th anniversary of President Wilson's proclamation designating the second Sunday in May as Mother's Day.

Authorizes the Secretary to issue such coins beginning January 1, 2014, except that the Secretary may initiate sales of such coins, without issuance, before such date.

Terminates such minting authority after December 31, 2014.

Requires coin sales to include a $10 surcharge per coin, with distribution of such surcharges to the Susan G. Komen for the Cure and the National Osteoporosis Foundation for the purpose of furthering research.

United States-Israel Energy Cooperation Act - Instructs the Secretary of Energy, in implementing the Agreement between the Department of Energy of the United States of America and the Ministry of Energy and Infrastructure of Israel Concerning Energy Cooperation, to establish a grant program to support research, development, and commercialization of alternative renewable energy sources.

Authorizes grants to promote the following: (1) solar energy; (2) biomass energy; (3) energy efficiency; (4) wind energy; and (5) fossil energy.

Directs the Secretary to establish an advisory board to: (1) monitor how such grants are awarded; and (2) provide periodic performance reviews of actions taken to carry out the grant program.

Expresses the sense of the House of Representatives that Sugar Ray Robinson should be recognized as one of history's greatest professional boxers.

Model T Ford Automobile Commemorative Coin Act - Instructs the Secretary of the Treasury to mint and issue, in commemoration of the 100th anniversary of the Model T Ford Automobile, up to 500,000 $1 coins emblematic of the Model T Ford and the assembly line.

Subjects coin sales to a surcharge of $10 per coin.

Requires specified distributions of surcharges to: (1) the Automobile National Heritage Area Partnership Inc. for creating an endowment for national Model T educational programs; and (2) the Edison Institute (also known as "The Henry Ford"), in Dearborn, Michigan, a National Historic Landmark, for creating an endowment for educational programs associated with the Model T Ford Automobile.

Honor Dr. Edwin J. Feulner on the occasion of his 30th anniversary as President of the Heritage Foundation.

Requires the Joint Committee on the Library to enter into an agreement with the Foundation of Hellenes under which the Foundation shall provide a statue of Constantino Brumidi to be displayed in the Capitol Visitor Center.

Authorizes the Committee to delegate such requirement to the Architect of the Capitol (AOC).

Model T Ford Automobile Commemorative Coin Act - Instructs the Secretary of the Treasury to mint and issue, in commemoration of the 100th anniversary of the Model T Ford Automobile, up to 500,000 $1 coins emblematic of the Model T Ford and the assembly line.

National Fund for Excellence in American Indian Education Amendments Act of 2007 - Amends the Indian Self-Determination and Education Assistance Act with respect to the National Fund for Excellence in American Indian Education (Foundation). Requires the Foundation Board to appoint a chief operating officer for the Foundation separate from the Secretary of the Interior (who currently acts as chief operating officer).

Places limitations on the administrative costs of the Foundation. Authorizes appropriations for FY2008-FY2010. Authorizes the Secretary to provide funds to pay the operating expenses of the Foundation.

Directs the Secretary of the Air Force to convey to the Minnesota Air National Guard Historical Foundation, Inc., all interest of the United States in and to the A-12 Blackbird aircraft with tail number 60-6931 that is under the jurisdiction of the National Museum of the United States Air Force, and as of January 1, 2007, was on loan to the Foundation and on display with the 133rd Airlift Wing at Minneapolis-St. Paul International Airport, Minnesota.

Authorizes the Secretary of the Interior to convey to the Missouri River Basin Lewis and Clark Interpretive Trail and Visitor Center Foundation, Inc., specified federal land associated with the Lewis and Clark National Historic Trail in Nebraska, to be used as an historic site and interpretive center for the Trail. Directs the Secretary to enter into a written agreement with the Foundation to ensure that the land conveyed is operated in accordance with National Park Service standards for preservation, maintenance, and interpretation.

Authorizes the Secretary of the Interior to convey to the Missouri River Basin Lewis and Clark Interpretive Trail and Visitor Center Foundation, Inc., specified federal land associated with the Lewis and Clark National Historic Trail in Nebraska, to be used as an historic site and interpretive center for the Trail. Requires the National Park Service (NPS), through a written agreement with the Foundation, to ensure that the operation of the land conveyed is in accordance with NPS standards for preservation, maintenance, and interpretation. Authorizes appropriations for site and center operation.
