Authorizes the Administrator to provide matching funds to airplane operators and manufacturers for complying with such rule.

Directs the Government Accountability Office (GAO) to review the effectiveness and timeliness of the FAA in implementing recommendations made by the National Transportation Safety Board (NTSB).
