Directs the Secretary of the Interior to hold tribal water rights in trust. Requires the Tribes to enact a water code to administer such rights. Establishes the Shoneshone-Paiute Tribes Water Rights Development Fund and the Shoshone-Paiute Tribes Operation and Maintenance Fund.
